For the past several years the University has been receiv ing an annual appropratlon of $47,000, which, together with In cidental fees and tho interest from the Villa id fund and special appro priations from time to time, has. made up about $73,000 annualy; and for the several years just past the 'varsity has been run and was run this year on a- $75,000 basis. Tho new annual appropriation of $125,000 merges all the special 'ap propriations into one. As the University has more than doubled in attendance In the past twe yearH, the present running basis Is Insufficient. All the buildings and apparatus are far too small and few. The new library building nnd the small cottage for the women of the University, both of which are badly needed, could not be furnlslied nor heated this year owing to lack of funds, lloth these buildings must be furnished at once. The library, which Uiuches all departments of tho Uni vc-rslly alike, ikuUh an aniiull expen dlturo of $10,000 -for revera.1 years Id bring It up to even an ordinary slairlard of efficiency. Additional Insl ructoi's aro neciled In s-ieveral ol the departim-nts. whose j-clari-'s will amount to 510,000 or $15,000 year ly. A waiuan'H (tunnitry and board lag hall must be. put In at once. It is estimated Unit, till will cost about ?50, nn-io. Another bnildina I.; need etl for ela:, laboratory ati'l recitn linn purpose.;, which u'ill cost about. $75,000, and the power anil water plant, wtucii nas tie mi r ally over taxed, will take $ 10,000 or $15,000 to meet the demand upon It for 'leatltur. Irrigating and fire prntcc tlcn. The campus slioul.l be enlarg ed nr. ont'P, for It !s now too small nnd crowded. The land which lan ders upon It and which tho Unlver slty considers buying as. soon as fund arc available, Is, growing In valuo ev ery year, and buying It now will mean saving consiueranio money. These Improvements will cost from $1 25,000 to $150,000, enough to ab sorb tho ninount nhove the annual ; running expense fur several years. ' When tho stato legislature passed tho $125,000 appropriation this year of course It did not make any spec ial appropriations, nnd when the $125,000 was held up by the refer on if ti in tho Untvorslty was forced, at It were, to run an $80,000 business on $55,000. This could only be done by cutting down expenses wherever possible, and for three months last fall no member of the fnculty receiv ed a cont's remuneration, taking notes for his money and relying upon Uio people of the state to support the appropriation nnd thus mnko the notes good. The University will close this year without a cent of money on baud, and It will require careful handling nnd scheming to make tho $125,000 do tho work the University needs It to do. All expenditures are palil by tho University steward, who Is under heavy bonds. The bill, how ever, must havo been "O. K.'d" by tho steward, president, and finally by I ho board of regents before it In paid, bo there Is llttlo chance for any I money to go astray.
