"MOXDAV, MAY It, 1UOK WDOWS OF VETERAN'S 1 GET BETTER PENSIONS f Only widows of the Civil War sol diers who married previous to June fjT, 1890, are entitled to a pension ilti increase as provided by the new lir which went Into effect on the a9th of last month. This affects per- "tons whose pension is under $12 iCharles Bent, United States penslqn Jigent at Chicago, in an interview in Hhe Tribune, says: "Under the new law the pension of Vl widows, minors and helpless chil dren now on the rolls at a less rate 'fa Increased to (12 per month, and ;taey will be paid at the Increased Irate at the next quarterly payment "m Jul)' 4 th. i "It will not be necessary for them Jto make a new application for the 'Increase. The vouchers now In thler (possession should be held and execut ed as usual July 4th next, and the jincrease will be added by. the pension (agency. Thereafter the quarterly vouchers will be sent for $36. J; "Those noj already on the rolls h are pensionable under the new Jaw should make their application direct to the commissioner of pen sions at Washington, D. C." SOKKKP THK I'KACH I IX NORTH SEA REGION I The dove f peace Is hereafter to Jbover over the waters of the North find Baltic seas, and find safe resting .tlaces on the shores of Germany, Denmark, France, Great Britain, The Netherlands and Sweden, according do the Information promulgated by Los Angeles Express. The na Ijttoas named have, entered Into sol emn treaty to preserve the territo rial staus quo In that region. In tase of any of those mlsunderstand jtogs which usually arise through the gossip of jingo patriots, "tha signato ries will confer with each other in 'jarder to come to an understanding ilhrauch agreement among thom ,jtel?es," etc., etc. These resolutions to be good will Tirely bring rejoicing to th.;i-'e who ,-Jiave been wearing habiliments of joe since the adjournment of the lii.it Vace conference at The Hague. This (terlaratlon of future good behavior ;ay also arouse hope. If thi-s? pow ers can enter Into agreement to place 4h North and Baltic s as in the ftace zone, why cannot similar en fisements be made to include other Eatery areas in likeconditlon of qul Jtude? J There is the Pacific ocean, for In ance. which is already regarded as .Jn arena by warlike, persons. The foper Program at once suggests It -lf. The American fleet's globe Jircling cruise is for the purpose of ennnstrattng the advisability of feace with a nation that can mnrshal i Procession of sixteen of the biggest Shtlng ships. After this voyage Is nded the moment may be opportune intimate that the time has arrived Jr discussing the status quo of the Tac"ic and for the nations Inierest "1? ' co"fer each other," as iie f.uropeans have done. Business hna stnnHlte tnero.lsed J" 'he first of the year." says C. L;vy.'third vice president of the Jfirthern Pacific, "and there has been .? ,tpady growth of traffic in the 'orthwest since the first of the ?'r." says the Spokane Chronicle. uPl('d with this assertion comes ttaioment that the Northern Pa- r"5 "ill spend' Jl.riOO. 000 during ? t i0 days fur the purchase ,:t iht tnrs in anticipation if In- FeuM business. Western railroads j taking bigger and faster gains traffic ,md in net earnings (ban the Eastern rnul, Tlo, fili'an-l ";-di'y of the great V.t ha d-niontratert, for It was In the T'''' that the effects of the panb ;rp ! anjtcast felt, and lt(' the , 1 Is Uiont taitfiiy recover! 2 from the subsequent bu: iness depres- ' sloe. It wnull seem as if ;he s;ro..t rai-. way company should be makin- s-'n'", movtoward giving that ha:f ot h' city ivlng west of Willamette s' O car service. As It is now oulv halt i the population of Eocene derive? any benefit from the street railway anj j It would require but a small ir'v.,,, ment on the part of the company to extend their line out either Fifth Sixth, Seventh or Eighth street to the' western limits of the city, thereby accommodating a large number of people and largely increasing their receipts from fare. Eugene is pat ronizing the cars very liberally and the company should reciprocate by giving the public the best possible service. It Is said that England is genuine ly afraid of a general war in In lla. Don't you think any such thing. England Is not afraid of war with any nation on earth War is what she likes and thrives on. It is her stock In trade and the one occupa tion above all others that keeps her people busy and out of mischief. And It is dull times, Indeed, with the United Kingdom when It has not from one to half a dozen scraps on hand in different parts of the world. But It all makes trade and prosper ity for the home people, and above all furnishes something for the Ig noble scions of the nobility to do. H. H. Rogers had his nerve on straight when he asked the federal court to award him damages for In Jury to his character by reason of his having been Included in the mer ger suit against Harrlman and his as sociates for their railroad manipula tions. It may be that his associa tion with Mark Twain has given him the notion that he is a humorist. What paving Eugene expects to do should be done this summer, while the plant Is here. It costs Beveral thousand dollars to ship the machin ery out and back again and get it set up in running order, and it is reason ably certain the paving company .will not return to this city next year or the year after for a contract cov ering a few blocks. Big time in Washington today, laying the corner stone of the build ing donated by Andrew Carnegie for the home of the bureau of American Republics. President Roosevelt, An drew Carnegie, Secretary Root, John Barrott and a number of foreign dig nitaries were; on the program for ad d resses. Thut beautifully constructed bro therly love machine, built for Cen tral America, under the supervision of Secretary Root, In Washington last winter, has slipped a cog or two, and Secretary Taft has been sent to see of he ran smile it into working smoothly again. A poorly Informed exchange won ders why the most of the "favorite son" booms have been confined to state limits. Why, brother, didn't you know that they were not even equipped with a license to do an In terstate business? Andy Carnegie says he has" always wanted to be a vagabond, and we doubt If there Is a vagabond who has not wanted to be an Andy Carnegie. Both would come nearer 1 getting their wants by patronizing our want columns. Yes. this is a bard, hard world. 11st hs h lot of conK'-ssmen are find ing out bow much ad litional fun the can get out of the Increase in salary their unfeeling constituents are find ing out a way t separate them from their Jobs. "Eat no meat and you will live to be 2Ti0 years old." says W11 Ting Fang. Next- thing W11 knows the inet.t trust will be having him In dicted for preaching an undue re straint of trade. Mrs. Gulley ran to the nearest; neighbor's, Lane Matlock's, who has j a phone, and the Goshen people were called. Soon a bucket brigade was pouring water ou the fire, which was extinguished before much dam age was done, nlthough quite a hole was burned In the roof. But for the plume the house would have been burned, and but for the re cent rain the phone would have been too slow. I,OST VAI.LEV NOTES (Special Correspondence.) ! Lost Valley, May fi. Rev.
