The DeLancy-Varney company,
known as the Independent line, baa
applied to the city council for a char
ter to operate their system at this
place. The application was laid over
for investlsatlon. Opposition is sup
posed to be the life of trade, but
there ars exceptions in all cases and
this Is one of them. Two systems
will prove burdensome, especially to
business houses as they would nat
urally be forced to patronize both
systems. This company offers no
other inducements for a franchise
than that Riven by the Pacific States.
This new company has headquarters
at Corvallla and Benton county is
equipped with this service and we
are informed that the Bervlce is su
perior to that given by the Pacific
States. The Commercial club has
submitted a proposition to the Pa
cific States Co. asking certain con
cessions and with these, If granted, a
chance to get a foothold. We are
supplied with a lot of old hand-me-down
phones that should be replaced
with modern central force phones,
that Is, when the receiver
is taken down, central is called. The
service can alBo be greatly Improved
and the rate considerably reduced,
besides this, patrons should have
free use ot the wires In the entire

proposals will be opened and consid

That the city of Eugene proposes
to sell the said three hundred thous
and dollars of water bonds to the
highest bidder therefor In denomi
nations of from one hundred to one
thousand dollars, as the purchaser
may desire; that said bonds -are to
bear Interest at the rate bid, not to
exceed 5 per cent per annum; said
Interest payable semi-annually on
the first day of July and January of
each year from their date until paid;
that said three hundred thous
and dollars of water bonds will be
como due and payable by the city of
Eugeno as follows: On the first day
of January, 194S, principal and in
terest payable at a place to be agreed
upon by purchaser and city.
That said bonds shall not be sold
for less than their par value; that In
addition to the general obligation of
the said city, the said bonds when
sold shall be a first and exclusive
Hen on all lands, rights-of-way, ease
ments, water rights, pipe lines, struc
tures and appliances of every kind
composing the water system to be se
cured with the money derived from
the sale of said bonds: that the com
