Also house plants and shrubbery, ill I 5S5 Willamette St. authority that in order for filters of this type to be effective it is neces sary for 2 per cent of the water forc ed through them to be used as a back flow in cleaning or washing the fil ters, when the water is free from sed iment as are the waters of the Wil lamette river during the summer months. In time of freshets, when tlie water is muddy or very turbid. a back flow of 3 0 per cent is re-1 quired to keep the filters clean and j allow them to do effective work. Filtering without coagulation and set- ; tling is not effective nnd does not remove the impurities from the wa ter. The filters, under the present! construction, could not be expected to do offectlvo work, and frotiuently sedimentation is found in the wa ter drawn from the service cocks, and in time of freshets the water is so badly discolored as to indicate that the fillers have not be?u used at all. and under present construction could not be used. The ground or rather the situation of the present plant is unfavorable to the construction of settling and coag ulation basins, if these were con structed it would cost $15,000 and necessitate the relocation of the plant. The cost of filtering water by the use of mechanical filters Is variously estimated In the different cities of the United States at from $3.50 to $7 per million gallons. Striking an av erage of say $5 per million gallons, and estimating the city to use 1,000,. 000 gallons per day, the cost of fil tering alone amounts to $1625 per year. It is not probable that at the present location the suction pipe qcrnaa the river can be made to re main uninjured in the bed of the stream, during the winter season, the gravelly bed of the river being constantly shifted by the current and will undermine any construction of pipe line across the river; hence the only available source of supply is the river, and the present well Is un available. It seems to have been the design of the engineer lti placing the new reservoir on the highest point of Skinner's but te to get adequate fire protection with the smallest diameter of pipes now in use in the present system. This can only be accom plished by an enormous increase of friction in the pipes to get the in creased velocity of flow necessary to give the city good fire protection. When such high pressure is used at the expense of pumps and the in creased cost of power or the greater expense of high pressure pipe, in a gravity system, the expense is too great to be squandered on friction in the pipes, and such frictional loss entails a dally expense as long as the system Is in use, the extra expense will 'in a comparativly short time pay for larger pipes and the cost of a low er reservoir, It is poor economy to continue the use of so high, a pres sure system not to reckon the cost for repairs. If the present Intentions or the city arc carried out and a grav ity system put In, the extra, cost of pipe for so high a pressure would ex ceed the cost of the present reser voirs and the cost of repairs would be correspondingly greater. With a pressure such as could bo maintained economically In a gravity system the pipe lines in the present system are too small for adequate fire protec tion, nnd new reservoirs nnd a recon struction of the pipe lines would be necessary. The London Springs Association has been very busy for the last few months remodeling the hotel nnd bath house, nnd they nre now In fine condition. They have just put in a new large hotel range nnd complete hot water system. It looks as though they mean to cook for all Lane coun ty this summer. And they are surely prepared in their new bath house to clean iheui up, with steam, shower, tub and mud baths. Their bottling works are running at full cap.icitv, and are a long ways behind w ith their orders, but we think thev will soon catch up. Still, It is hard to tell. It looks as though the whole state mav go dry.
