Mayor and the Common Council of the Cityyif Eugene: Oentletnen Pursuant to request I submit the following statement of the present water works system of the city of Eugene. An up-to-date water works s.tsteiu such as the people of the city de mand, should have pipes iargo enough to furnish adequate fire pro tection, with a pressure econcmical in the consumption of power, and cost of repairs, Jf a gravity system is em ployed, also an abundant supply of pure water for domestic and commer cial purposes. The present plant Is supplied with filters, which if provid ed with coagulation tanks and the proper settling basins, should diiliver water to the consumer that is prac tically free from bacteria and sedi mentation. It is stated by good au authorlty that In order for filters of this type to be effective It Is neces sary for 2 per cent of the water forc ed through them to be used as a bark flow In cleaning or washing the fil ters, when the water Is free from sed iment as are the waters of the Wil lamette river during the summer months. In time of freshets, when the water is muddy or very turbid, a back flow of 30 tier cent is re quired to keep the filters clean and allow them to do effective work. Filtering without coagulation anil set tling is not effective and does not remove the impurities from the wa ter. The filters, under the present construction, could not be expected to do effective work, and frequently sedimentation is found in 1he wa ter drawn from the service cocks, and In time of freshets the water is so badly discolored as to Indicate that the fllti rs have not been used at. all, and under present construction could not be used. Th cround or rather the situation of the present plant is unfavorable to the construction of settling and coag. illation basins, if these were con structed It would cost $15,000 and necessitate the relocation of the plant. The cost of filtering water by the use of mechanical filters Is variously estimated In the different cities of tl-j; 1'nl'ed States at from H.aO to J7 per million gallons. When such high pressure is ti.-cd a: the expense of pumps and the in creased cost of power or the grea'er expense of high pressure pipe, in a gravity system, tbe oene is too great to be squandered on friction in ttie pipes, and such frlctloiuil loss entails a daily expense as long as the system is in use. the extra expense will in a coinpnrattvly shori time pay for larger pipes and the cost of a low er reservoir, it is poor economy to continue the use of so huh a pros sure system, not to reckon the cost for repairs. If the present Intentions of the city are carried out and a grav ity system put in, Ihe extra cost of pipe for so high a pressure would ex ceed the cost of the present reser voirs and tlie cost of repairs would be correspondingly greater. 'With a pressure such as could lie maintained economically in n gravity system the f.l the city could put in a new and up-'o-date i:-avi! svstem.
