It. Thompson, a civil engineer of Portland, acting on the part of the Willamette Valley Company, and the city engineer on the part of the city, and presented to the city council in November, 11107, each and every ar ticle listed and given its first cost value, with the cost of Installation added. The following estimate of the de preciation of the system was given to the fire and water committee of the city council by the city engineer about Nover-' er 30, 1907: or tho present system I llnd VU00 fee; of 2 1-2 Inch pipe, 15,001) feet or 4-lmh pipe and 2000 feet of 3-lnch pipe that has been In use from 12 to 2 0 years. Tho present cost of replac ing this pipe would be $10,391, esti mating the deterioration of pipe at 10 per cent It would be leiii valuable lu the sum or $ 1 150.40. Tho li-lnch pipe from the old res ervoir to tho old pumping station on the north side of Skinner's Butte has been laid for more than 20 years, and Is at present supplying water to one family. Tho present value Is 40 per cent of tho cost of new pipe. Cost of new pipe, $747.90, present value 30 er cent of replacement cost, $224. 37. Of the 1200 feet of cast Iron pipe, 6x8 Inches, It has been laid 20 yours, and In that tlmo has deterio rated In value at lenst 20 per cent, which amounts to a deduction of $1, 695.62. The cost of the old or low service reservoir was $2-577. 25. The walls need to be rebuilt and made of heavier 'construction, and this defect would red tha present value of the riwrvoli' $1000. The 12-lmh pine en Alder street was laid In a trench thai had been left open for several weeks during the rainy sens;n and the bottom of the tretii-h covered with muck to a deptli of several inches. The trench will need to be opened and the pine Joints tightened, and a firm foundation made for tho pipe. Tho cost of repairing pipe on Alder street Is estimated at $300. The pipe across thotrlver from the pumping station will perhaps be car ried away by the next freshet and the cost of fixing It lost. Tho Worthlngtoti pump and the Gould power pump have been In use several years and are worth prob ably 60 per cent of their replacement cost. A deduction vjf 40 per cent amounts to $1526. The remainder of the plant has been In use from one to three years, and has only a nominal per cent of deterioration .of 3 to 10 per cent. Taking the; deterioration at 10 per cent this would leave a total hot val ue of the plant of $92,74 1.03.
