London, Jan. 18. England is dal
ly giving evidence of her fear for tho
future of Japan. Statesmen say the
combined political and financial prob-
leni confronting the mikado s country
has suddenly loomed up as a menac
ing force, and that fewpersons who
have not seen Japan's bulance sheet
appreciate tho Imminent danger.
Events of the past few days have
shown the world how threatening tho
situation really Is. One thing seems
certain, and that Is that there will he
no war talk on the part ot Japan
that Is, for a long time to come, liven
by the most careful figuring and the
best management tho British states-

Portland. Jan. 17. Edward Put

only witness at HiIh mornings' ses
sion of the trial of Hall and Stelwer.
lie Identified masses of letters which
passed between him and Hall and
others to show that Hall wall famil
iar with the operations of tho Hutto
Creek Land Company. Tho prosecu
tion will contend that these letters
should huvo been acted upon by Hall
and that ho should have prosecuted
tho alleged land grabbers. The de
fense will contend that the letters ot
Hall and Mays show they asked Put
nam to keep them Informed and to
take the mutter up with tho special
ugents of tho land office.
In his opening address in the Hall
Mays conspiracy trial yesterday Fran
cis J. lleney charged that:
Hall wanted re-appointment as
Untied States district attorney and
sought election ot Senators Mitchell
and Fulton to that end.
Ho forced ' Slato Senator W. W.
Stelwer to vote for Fulton in Febru
ary, 1H0G, by threatening Stelwer
and others with criminal prosecution
(Hall then being United States dis
trict attorney) for Illegally fencing
of public lands.
Fulton was. a parly to this deal
with Stelwer and used his Influence
In Stclwer's behttlf to cause Hall to
Institute civil proceedings against
Stelwer instead of criminal. "
Hrownell wanted to succeed Hall

men cannot understand how Japan
can wipe out her war debt by wring
lug from $02 to $03 yearly from
each of her subjects.
If the mikado falls to carry this
tax system to a successful end the
country may h'e to resort to bank
ruptcy proceedings, but England
would hardly stand hy and see her
ally adopt such a measure, as Eng
land has vaHt interest in Japan.
England would regard tho merest
possibility of Jnpan's suspension with
tho keenest alarm. Tho recent res
ignations of the mikado's cabinet are
attributed wholly to flnunclul diffi

the vacancies can be filled without an
election, and In the event thai such n
course should be adopted popular
