Henry Oilfrey Is the chief clerk of the Benate. He succeeded Chief Clerk McDonald who died this year. He has been here for a score of years and for a long time has been carried on tho rolls not "charged as patron age" to either of the Oregon senators. It Is the custom for tne senate keen a sort of a ledger aorount with the members, and when a constituent Is appointed to a senate position he Is charged against the patronage ac count of the senator who Induced his selection. If the employe be retained for many years and give satisfaction he sometimes is transferred to the sen ate roll In a way to make his position Impregnable, and it is thenceforth not within the power of the senator to procure his removal. Cannot He Kcinovcd. Cllfrey long ago gained the posi tion whence no senator could oust him. Were both the senators to make their hottest fight on him he would continue to draw his pay, and tho senators would find that they had run against an immovable ob ject with a reslstable force. Howev er, there is no desire on any one'i part to remove Oilfrey, so he seems destined to remain for life, or until ho desires to return to his home in Oregon, there to enjoy the compe tence he may gain at any time from his Portland and Willamette valley realty Investments. W. H. Turner for many years has been printing clerk. His duties are to nttend to certain items connected with the senate printing, and handle all the volumes of public documents which are bound in specially attrac tlvo form for the senators. , Turner came to Portland where he was a drug traveling man. Some time ago Senator Bourne wanted Turner's position for one of his constituents. and demanded Turner s resignation. Lnder the rule of patronage, he wa? entitled to get Turner's job for his own friend, and Secretary Bennett of the senate served notice on Turner that he would have to get out. Turner, during his long service, has formed some rather warm friendships for certain or the old-time senators, who had been accustomed to having tho Oregon man tend to their busi ness, lio had performed his func tions so efficiently that he finally had grown to be an ahsohito necessity.
