mission by the complainant on appli
cant, his agent or attorney, or It may
be sent to the commission through
the malls.
3. If such complaint or application
contains matters which, In the Judg
ment of the commission, require in
vestigation, the secretary shall file
the same by placing his file mark
thereon with the proper number and
enter the same on the docket.
4. Before causing notice of the
time and place of bearing to be issued
to the party complained of as provid
ed in section 28 of the act creating
the commission, the commission may
notify the party against whom the
complaint 13 maJa of the naiura of
such complaint and the party making
the same, In order that the cause of
the complaint may be removed or
remedied without incurring Iho ex
pense of a formal trial or hearing
before the commission.
5. The party making complaint
shall be designated "plaintiff," and
the party against whom thecomplalnt
is made shnll be designated "defen
dant." If the application be "ex
parte," the case shall he so stylod
with the name of the applicant.
6. The answer shnll be In writing,
stating and setting forth In plain and
concise language the reason the
prnyer of the complulnt should not be
nllowed, und must bo filed wllh the
commission within ten days of the
service of notice of the making of
complaint, as provided In section 28
of the net creating the commission,
unless a different time shall be pro
scribed. For good cause shown tho commis
sion may allow answer to bo filed nf
ter the expiration of the time afore
Bald, but the same shall not operate
to delay tho hearing of tho com
plaint. 7. Amendments may be allowed by
the commission, (n Its discretion, to
any complaint, petition, answor or
pleading in any proceeding before it.
8. Extensions of time may be
granted by the commission, in its
discretion. In which to plead of file
any paper in any proceeding, upon
application therefor and cause shown.

be answered, and requests for rulings
In advance of the happening of the
events on which predicated, will ordi
narily bo denied.
The case was brought by Morse, a
physician of this city, to recover
$640, which he had paid Odell to sup
ply him with 640 acres of base lands
for the selection of an equal area of
other state real estate. The land was
picked out, but the selection was re
jected by the interior department of
the United States on the ground that
the state had failed to prove the min
eral character of the base, and that
no title had ever been obtained to
the sale by any of the parties concerned.

H. Gordon, a Eugene furniture
dealer, who owns the northeast cor
ner of West Park and Yamhill
streets,, is here for the purpose of ar
ranging for a five-story apartment
house on the property, says the Port
land Telegram. The ground plan is
50x50, and the cost of the structure
will be about (50,000. The present
frame building on the site will be
moved bodily to a vacant lot In the
western portion of the city.
"Several Eugene men have pinned
their faith on Portland the past
year," Mr. Gordon says, "and it looks
as though their investments were go
ing to turn out all right. Messrs.
Klncaid, Harris, McCIung and myself
have invested about $250,000 here."

A little more than a decade ago the :
advent of Charles B. Hanford as a
star in the legitimate drama was hail

from the estate of the late Lawrence
Barrett the scenery, costumes and

ford had become a conspicuous mem
ber owing to his delineation of the
role of "Marc Antony." It was his

cided him in his ambition to be a star
and since that time each season has
witnessed a steady and substantial
increase in his popularity, until at
present he ranks with the most pros
perous players of the day. Each
year Mr. Hanford has offered a spec
ial production, and in selecting "Ju
lius Caesar" for that purpose now he
