Already the advo cates of divergent Ideas of municipal government are lining up for the bat tle and there promises to be a spir ited contest for control of the city ' Council.' It Is eminently right and proper that this should be so, Bince an active Interest In municipal affairs can only tend to greater efficiency of government, the rivalry engendered causing the bringing forward of the best men in the community for office, and to that extent at least enhanc ing the general welfare. That the principal issue before the voters will be that of municipal own . ership of public utilities goes without saying, since It is really the only " municipal question in which there is general Interest and a diversity of " opinion. This being so, there seems : little necessity this year to thresh the matter out In the newspapers, as has been done heretofore. The voters know their minds on this sub " Ject, as It has been a standing Issue ''. for some years, and its discussion : through the press pro and con will '- have little effect upon the verdict to : be rendered at the' polls election day. No matter now nard the campaign ' is waged by either or both sides It ' Is altogether a bad policy to continue - washing this dirty linen in public. Eugene has had so much detrimental ' advertising through the press because of the controversy over its water sup . ply and the local option question that i the past year, which should have been one of advancement and pro f gress, has practically been a blank -'' so far as any substantial iniprove '" ment is concerned. Business has been good because "of large crops, fair prices and activity In the lumber ' ing Industry, but there has been no building to speak of in Eugene, and a lack of harmony and concerted ac tion is bearing fruit that is a cause of anxiety to the well-wishers of the city. The present year, however, opens brightly with the promise of elec tric road building, university enlarge-"- ment, federal building, and other Improvements, and there should be a 1 united effort to make a decided gain ', In population and business before ! January 1, 1908. It seems an in- stance of opportunity knocking at the door and the portals should be ' swung wide in answer to the sum toons. Those who art interested in the president's recomm'9.dations as to rifle shooting In the public schools should note that the Preparatory Schools' Rifle Association of Orent Britain encourages rifle practice In preparatory schools by practice with both miniature and air rifles. Lord Roberts, the distinguished soldier, is president of the association. Com petitions are held three times year ly, at 25, 50 and 100 yards. Three challenge shields, of St. George, St. Patrick and St. Andrew, are provid ed, one for each competition. They are modelled In Sterling silver. In this ennection Mr. Birrell.presldent of the board of education, has an nounced in the house of commons that the educational authorities had been given permission, under cer tain restrictions, to allow children of certain ages to be taught shooting at miniature ranges, the instruction to be paid for out of the public funds. There Is nothing new in the sug gestion of Senator Morgan, that the Democrats dispense with a leader in the senate and allow each Democratic senator to carry on "a sort of politi cal guerilla warfare" as" he pleases, migh xzfiflffffi cmfwyp shrdlu vbgk It has been done before, but is mighty poor politics. Victories are not won without leaders. It grows more and more difficult for the layman to know "where he is at." Congress says the Panama ca nal zone Is foreign territory for I m migration purposes, and a New York court has decided that all territory owned by the United States Is a part of the United States. No wonder the venerable Senator Pettus went to sleep during the tak ing of testimony In the Brownsville investigation by the senate military committee. Judging from what has been published it is astonishing that any member of the committee has been able to keep awake. Considering the size of the town and the bank, Treasurer Walker, of the New Britain, Conn., savings bank, who walked off with $565,000, and was still walking when last seen, appears to have made the most of his opportunities. A Cuban general called at the White House the other day and Cap tain Ilobson was not on hand to as certain if he had an ultimatum con cealed about his person. Such care lessness should not be tolerated. Nobody has yet suggested that the canal experts of Mars be called upon to help us with the Panama job, though many suggestions equally as useful have been made. If the spirit of the lamented Lin coln be cognizant of current stories, he must be surprised to learn of many things he is now said to have done while living. Dun Kelly Valuable. (Baker City Herald.) It Is estimated by Representative Farrell, of Multnmah, that Dan Kel ly is worth $125,000 to the state, This is the view of Multnmah coun- tv. which wishes to make the fast sprinter Its protege and Baker coun ty will have to get busy or it will lose its honors in that connection. Kelly holds the world's record and Baker county should not overlook the value that young man is to this community. He is the best adver tisement we have had for many moons. Dan is good natured and does not mind in the least being made an advertisement, for his home town and county, and it is up to Ba ker to get busy and use him. Portland has a habit of claiming every famous athlete turned out In the state. The Multnomah Club does not hesitate for a minute to capture every fast man that comes its way. Captain Trugoll and his eight men were not rescued by the life-saving 3rew at Umpua, bat remained on board the stranded vessel over night and wailed ashore the following morning. The Alpha went ashore a few miles above Winchester Hay Febru ary 3 at 11:30 p. m., and was beach ed high enough for the crew to reach shore the following morning by wad ing waist deep.
