The Portland Chamber of Com merce has had prepared by Its attor ney a railroad bill which will be pre seented to the next legislature for en actment. It Is designed to prevent unequal and excessive freight rates and wipe out discrimination In favor of or against communities or Individ uals. The bill provides for reciprocal de murrage, requires that adequate equipment and adequate service be furnished, and that all charges for transportation of persons and prop erty must be reasonable and Just Unjust and unreasonable charges are declared unlawful, and this provis ion appllos also to joint rates. Dis crimination, giving and accepting re bates are prohibited under heavy .penalties, as Is the giving of an un due and unreasonable preference and the taking of compensation other than specified In the lawful sched ules. An anti-pass provision Is In corporated, excepting from Its oper ation the privileged persons listed In either the lnter-state or Wiscon sin acts. Every railroad la required, under the provisions of section 4G, to flic on the first Monday of February of each year a verified list of all rail road pauses, mileage books and tick ets Issued free or for any other than actual bona fide money consideration at full established rates during tho preceding year, together with tlu namoB of the recipients thereof, the amounts received therefor and rea sons for Issuing same. Wide latitude Is given the railroad companies In the matter of the Issu ance of transportation, except for political purposes, and a commission, consisting of three members, to be appointed by the governor, Is pro vided for. Such a bill has many good features but It Is doubtful If It will be enacted Into a law, since, so far as the returns have been received, but one member of the legislature has declined to ac cept a free pass from the railroad company. The state of Washington has suf fered heavily by the recent floods, the heaviest loss falling upon the town of Castle Rock, which was halt wiped out. Railroads alBO suffered hoavllj and farmers on the low lands lost nearly all their Improvements and a great deal of stock. Government Supervision Versus By United States Senator ALBERT J. BEVER1DCE of Indians - - - - G OVERXMENT ownership violates the American principle that government enterprise ought not to own and manage what INDIVIDUAL ENTERPRISE can own and manage. Government supervision is a recognition of that Ameri can principle and the application of its corollary that a business which affects ALL THE PEOPLE should be REGULATED by the gov ernment of all the people. Government supervision leaves business in individual hands, but re quires that individual to act as a trustee for the people and thus PRE VENTS ABUSES hurtful to the people. Government ownership takes business out of tho hands of the people and substitutes for private abuses of railway management, which government supervision cures, bureaucratic abuses of railway management, which NOTHING CAN CURE. Government supervis'on leaves the making of rates, local and gen eral, over our maze of 250,000 miles of railways in the hands of men who are familiar with local and general conditions and have individual interest in the successful management of particular roads, and yet gov ernment supervision corrects those rates when they are UNJUST OR OPPRESSIVE. Government ownership puts the making of rates in the hands of an enormous crowd of government officials unfamiliar with local and general conditions and without INDIVIDUAL IN TEREST in the management of particular roads. ; Government supervision leaves the system of individual manage ment, under which the country has been developed, but requires that management to act as a trustee for the people. Government ownership creates a vast machine so complicated that its workings would be cum bersome, so great as to be endangered BY ITS OWN WEIGHT. Government supervision means the intelligence and conscience of the people laying their restraining hands on the WRONGS of rail way management. Government ownership means an American BU REAUCRACY as much greater than any other bureaucracy on earth as the American railway system is as much greater than any other rail way system on earth. We passed a law requiring the products of every manufacturer of medicine and food sold to the people to be INSPECTED by the gov ernment of the people. But that does not mean that the factories which make the people's food and medicine should be OWNED by tho people's government. And yot if the making of the people's food and medicine, which concerns the health and life of the people, ought not to be owned by the people's government, railroads, which affect only the BUSINESS of the people, should not be owned by the peo ple's government. Government supervision naturally applies to all great industries affecting all tho people. Government ownership could not possibly apply to all great businesses which affect all the people. IF IT COULD, WE WOULD IN A HUNDRED YEARS BEHOLD THE GOVERNMENT DOING EVERYTHING AND THE INDIVIDUAL DOING NOTHING. Instead of doing business under government supervision we would be doing business under government EMPLOY. Instead of individual initiative we would have GOVERNMENT INERTIA. Instead of making-profita-as tho owners and operators of legitimate industry, wo would be earning saluries as the employees of GOVERNMENT industry.
