Administrator ol the estate of William Witbrow, deceased. LT HiUlUS, Attorney. IKE most South American re publics, Venezuela is usually In the tiiroes of something. If she. doesn't have a revolution on hand at home, she is having trou ble -with a wnr lord or is twisting a lion's tall. Just at present she has the doubtful enjoyment of all three. Owtnjr to expensive revolutions, a chrouia condition of poverty and a eomowhat reckless and impulsive pres ident the country Is unable and un willing to pay the claims various pow ers of Europo have presented for dum ngeg to the property of their citizens. The result la that these powers, weary of waiting, are endeavoring by forco of arms to collect the amounts due or to punish Venezuela for her negltct to settle. In this crisis Venezuela is somewhat complacent because she is pretty well Informed concerning the Monroe doc trine and Is confident that if England, Germany and the other powers go far enough in their aggressions they will find themselves face to face with the United States government. President Castro has not forgotten the strenuous days of 1895 when England refused to arbitrate the boundary dispute with his classifies mm, Notice, under this htad not to' uoeed fit. tn, 63 Dents pw vk i 1 60 a month! til peryar. This summons is published in the piir.i Edqbnb Guied onoe each week for sii: con secative weeks by the order of the Hon. H Hamilton, judge of said court, b Dated on, towit, the 10th day of Septem er, 1902. 1'he date of the first publication f this summons is the 17th day ot Septem "'ml' OEOBDORB1S, Plaintiff's Attornuy country and President Cleveland's bel licose message caused Great Britain to reverse her position and arbitrate. Venezuela is one of the most remark able and interesting couutrlc In the worM. Owing to her latitude and the bet,'' 1 of her mountains ahe has a cii 1;'a tiiat runst:": through all the de- grees of teniperalure froni torrid to arctic. The populatiou is about 2.f00, 000 and consists in the main of Curibs, or native Indians; negroes and mixed races. Of the total population but 1 per cent is white, and that is mostly grouped In three cities, the principal one of which is Caracas, the capital. Mauy of the Caribs are lake dwellers and inhabit houses elevated on piles above the surface of the lakes. If it is true that every boy in the United States aspires to be president, the same is equally true of Venezuela. The people dearly love n revolution, dearly love to overturn oue president who Is usually a dictator and seat an other In his place. The country Is full of scheming politicians and soldiers of fortune, and the result Is that there is hardly a time when a revolution is not either in progress or being fomented. For years past, too, Venezuela and her neighbor, Colombia, have been at odds, and wnr has been repeatedly threat ened. Of late the tension has been par ticularly keen because Castro has been ambitious to unite Venezuela, Colom bia, Ecuador and one or two other countries in a grand confederation to be called the United States of South America and become president of the new aggregation of states. The Venezuelans have so many trou bles that it is a reliuf to turn to Hie more pleasing aspects ot their dally fife. Despite their fondness for revolution which possibly Is duo to abuse of power by some of their presidents the Venezuelans are the most courteous people that can be imagined. Impo liteness Is unpardonable. The clerk with whom you deal over his coauU expresses his wish that you may live long and prosper and thanks you grate fully for giving him the pleasure of showing his goods, whether you pur chase anything or not When a gen tleman meets a lady, be she his sweet heart or his grandmother, he ahray says bo "Is lying, at her feet," and he would rather be shot than be guilty of , passing before bar. They are not the semlbarbarlaim which some people ia the northern continent suppose. They have accomplishments which ought to make the rest of America ashamed. Usually they are able to speak three or four language, have refined taste In art and music, and, while they lack Ingenuity and usually do things in the hardest way, they are nevertheless pae. sessed of the keenest perceptive fac ulties and almost seem to read your thoughts. It is not difficult to make known your wants even If you cannot understand a word of their language. They do not allow smoking in the street cars and public places, as la Mexico and Havana, and, although it is the privilege of the masculine gen der to stare at the feminine with all the eyes they have, tho men are never rude and beg the pardon of a beggar when they refuse to give him alms. They always put the locks upon the wrong door and wrong side up. When they build a house, It seeme as if they studied the most difficult mode of con struction. They erect solid walls first and then chisel ont places for the tim bers to rest upon. There are no stoves or chimneys, and charcoal is the only fuel. Gas is produced at S4.60 per thonsand feet from American coal, which cost i-0 0 ton. There 1b no glass In the windows, but a grating of Iron ber kecin out Intruders, and boavy wot,U' anuttcrs scop out 'the air. una light. Stieh blinds as are common In North America would bo the most ad mirable protection in this country, but no one has ever introduced them, and the people will continue to swelter be hind solid shutterB until the end of time. The rooms of houses are not plastered, but the Joists are all exposed. The floors are of tile, and gaudy paper 1b pasted upon the walls of cement and stone. In the court of every house are the most beautiful flowers. Tuberosos grow in great trees, and the oleander Is aa common as the lilac in New Eng land. The parks look like the botan ical gardens of the north and in the evening are always thronged with gen tlemen and ladles until a late hour. The police regulations are very strict Tho other day a chlid was kidnaped In Caracas by n man in a hack. Every coach driver In the city was thrown In to prison, aud not a wheel was turned until the child was recovered. Drunken men are never Been In the streets. To become Intoxicated Is to Invite yourself to work ten or twenty days In the chain gang, and to see the way In which pris oners are treated Is an Inducement to ' be temperate. KOH BALE.
