The territorial legidature of the state
of Oregon passed an aot in the session
of 1855-68 aureelnir te nav all veterans
who served In tbe wars of 1856-60 the I

The United States paid of this amount
about 65 oents per day for suoh eervloa .
Tbe total number of days service ren
dered by said volunteers was 871,449
days. Of this time eaoh volunteer
lost about 11.46 per day, which would
make an aggregate sum of about $520,-
028.60. Of oourse at least two-fifths of
this number have died without l.av-
lug a widow or ohlldren. Of the
above sum the ututo of Oregon has not
paid one oen' und has not redeemed Kb
pledge to th so aged veterans who
bave waited 47 years anxiously expcot
ing the ttue either to secure this pay
from tbe United Statoa or to meet
their own obligations.
We will fn'lher stale that various
territories bav heretofore paid their
volunteers In Btate bonds and the
United States has Invariably redeemed
these bonds, together with the Interest
prior to their maturity, aud there Is no
reason why the United BUtos a ill not
redeem any bonds that your honorable
body may issue or cause to be issued to
these veterans in payment for their
service, but whether they do or not
does not lessen the legal or moral re
responsibility of tho stale of Oregon, to
piy.these gray headed veterans, cr
their widows, and in the event or the
death ol both, then their ohlldren tbe
sum ot money which the Territory of
Oreson agreed by an act of legislature
to pay them for their services.
We therefore petition your honorable
body to appropriate $300,000 In twenty
(20) year bonds, drawiug 4 per cent In
terest per annum lo te used In paying
