The New York Journal and Ad vertiser of February 20th haa a London diepatoh from W T Stead regarding tariff reprisals being made by Russia aKaioat the United States. lie writes: I regard the inorease of Russian duties on Amerioan iron and Bteel goods with profound regret. It does not mattoi muoh to the Ameri oan manufacturer if be is tempo rarily shut out of the Russian market; it matterB everything to the Russian consumer that the price of bis maohinory should not be inoreased. The Russian peasant needs oheap agricultural machinery. As Professor Otero Of oried out not long ago, high duties on iron and steel bit the agrioulturiet at eyery turn. There ia thought for Amerioan agriculturists in those oloeing words "high dutios on iron and s'.eel bit the agriculturist at ever) turn." Thoy are bit that way by the MoKinley tarifTIaw. THE USEFUL TELEPHONE. BaHlmoro Bun. The young ladies on St 1'aul street went to the theatre the other evening, and their fathor, thinking they bad a latoh key, went to bed at bis usual hour, "ami the servants all left. When the Indies returned they rang the bell repeatedly and beat on the door, but got no answer. Finally they began to despair, when a neighbor, who had been awakenod by the din, appeared in white at Ins window opposite and asked what was the matter. "We are looked out aud cannot awake papa," came the reply in duet. "Wait a miuute," said the qulok witted man on the other side of the Btreet;"your father baa a telephone in his room end I will call bim up," bo the central was called. ''Uive me number ," said the neighbor. As soon as the hell sounded in the room of the sleeping father he awoke with a Blurt aud ran to the telephone. "llt'llul What is the matter?" "Is (bat you, So and So?" "Yw: whnt is wanted?" "Your daughters aro at the front door trying to get in. Open the door. Good-night." Portland has a sight for sight peers in the spanning ol the river between the draw pier ot the Mor rison street bridgoand the one on the east by 'a three hundred and filty foot steamship. The stern of the vessel rests against one pier and th" how against the otber. The vessel ia drawing fifteen feet and with the river at a good stage there is an immense pressure agsluet the big iron carrier. So much that river men say there are not euotigh tow craft in the river to pull the steamer arouud aud straighten her out in the river until the water fall. The engineer who recommended a drainage tunnel to Btop tbe sliding mountain above tbe oity waterworks' reservoir at Portland knew his businesfl. It has practi cally stopped tbe sliding movement Tbe main tunnel extends into the hill 1184 feet, and baa drawn off nearly 7,000,000 gallons of water since October. A Seattle attorney has evolved a novel defense for his client who is charged with murder. He will claim that tbe woman he ia defend ing read "Tbelma," a novel which teaches that the killiog of a bad man is no crime, and was thereby influenced to commit tbe homicide. Cuba celebrated her Fourth of July yeBterday, tbe sixth aonl versary of the outbreak of tbe revo lution that has brought about the almost accomplished faot of the indenendence of the island. Need less to Bay the day was joyouBly celebrated. Ilia not probable that China will be able to secure any loan in thiB or any other country at present Tbe security ib too uncertain.
