Tbe present high water is a re minder that former high M'illanv ette Valley freshets came decen nially, or about the beginning of ten years periods. Thus Hudson Bay history gives 1842 as tbe year of a big flood. Tbe middle-aged and older generation will never forget the 1SC1 flood which holds tbe record for high water, not only in the Willamette Valley but throughout the Pacifio Coast, from the Sacramento valley on the south to Fraser river up in British Columbia. lu December 1879 the Willamette river was again at remarkable flood stage. In the first week of Feb ruary, 1890, Lane county lost not less than forty thousand dollars in large and small bridges through the freshet that holds the record Bince tbe 1801 flood. While this new- century flood Is not an extraordi nary one, it can take lower rank with the decennial high waters that have covered greater or leBB portions of tbe valley lowlands. THE RAILROAD TRUST. Congress pasBod the interstate commerce law forbidding rival lines to pool traffic There was but one way to do away with competi tion buy out rival interests and consolidate under one head, Kookefoller, Morgan and Hill, each a multi-millionaire, have formed partnership which oontrola nearly one-third of tbe railroad miloarje of the United Stales. And public interests suffer. Here are the latest conclusions of the interstate oom rreroe commission regarding rail road consolidations and disoriml nations: "Railroad managers make no at tempt to conform their practices to the spirit of tbe law regulating commeroe. The managers olaim that they are aotually obliged to counteract the aim of the law. "rrenuent discriminations are inevitable under existing condi tions end acts of injuatioe committed. "The discriminations favor the lew and handioap tbe weak. The law, as it stands, furnishes an in oentive to consolidation of rival lines. "Twenty-five thousand three hundred and eleven miles of rail road have been brought undor the control of other lines between July 1, 1809, and November 1. 1900. "By re-classifloations on January 1, 1900, 818 obangos wore made, all of whioh produced advances in rates, while only six produoed reuuouons." Those who watoh the oourse of prices are aware that the trusts are at it again. Lead, sheet steel, glass, galvanised iron, wiought iron pipe, to, sre either advanced or else re arbitrarily held at exorbitant prices by tbe great combinations controlling their production. They re examples of the tribute levied upon the industries and tbe people of this country by trusts which derive their power to levy tribute -from tbe protective duties in our tariff. Yesterday's northbound daylight overland due hers at 2:08 p waa stopped at Cottage Drove on account of a washout Just this aide of Saginaw. Tba southbound train ar rived on lima and proceeded on op to CreaweU where It remained all after noon and last night and backed down to Eu-ene and on to Junction this morulug, but waa unable to go farther north on account of tbe big bridge across tbe Willamette this side of Har- rlsburg being in a dangerous Condi tlon. The high water washed away a portion of one of the approaob.es to tbe bridge, but It baa been temporarily re paired and late thU) evening last night's and this afternoon's southbound trains passed through JSugene. A construction t train went to the scene of the washout near Baginaw yasterday and that part of the road is repaired, but trains from the south will be farther delayed on aooount of land slides In Cow Creek canyon Iieports state that trains are running regularly on the Springfield branch. A train went down from bprlogQeld about 9 o'clock thla morning. The river at Eugene spreads over a vast amount of territory. A part ol tbe north approach to t ie wagon bridge has been washed away, a part of the newly constructed breakwater near the bridge 1b destroyed and feu tea and outbuilding have been deinol lahed. Hundreds of people have v la- It ed tbe river yesterday and today. It fasoinatlng spectaole. bawlogs, uprooted trees and debris are constant ly floating down stream, and wheu an occasional heavy log strikes the piers of the, old bridge, the structure irem blea and groans as If an animate being. in Town. Eugeue Is so situated on the liver that the city Is not easily flooded when the waters are high, exoept down In the manufacturing district when the water Lacks up, causing a oeaaatlon of operations at the flour mill and other factories where water power Is used. Of oourse, low places in town are rilled, and a considerable part of South Eu gene is Inundated by the waters frotp tbe slough wtiloh flows through that part of town. Several basements lu the business part of the oily contain several Inches of water. In the basement of the First National Hank part of the water waa pumped out aud a fire started In ths furnace, aud all day a man has been kept busy pumping. A wide expanse of water spread over the country and hi horse waa compelled to swim sev eral times before he rescind a ravine blcti on ordinary occasions Is ir- fectly dry aud when be crossed It lu the morning had only about three feet of water, but waa now a raglug tor rent. Tbe doctor felt rather nervous about attempting to cross it, but An ally urged his horse on and made bold dash for thoj other side. The rapid current oarrrled horse, oart and driver quite a distance down the stream and It waa with difficulty that Dr Harris held onto the reins and cart, his head ouly appearing above the water.
