SKIPW0RTH Addresses the Oregon Bar Asso ciatlon at Portland. Portland Telegram, Nov. 2U. E R Hklpwortb, of Eugene, spoke on "The Two Views Service of the Bar to the' State and the Usurpation Power," at the Oregon Bar Association meeting Id Portland yesterday ' as follows: "The theme I have chosen for the observations I shall submit to you Is, The Two Views.' Embodied In this subject shall be a presentation, la out II oe oaly, of the eminent and patriotlo services the profession of law baa ran' dered to the world, and to our country In particular; and also to retrospect, In brief, of the powers exercised In the administration of the government by the bar. " "To the profession of law belong the great Judges, the great advocates, the great writers on Jurisprudence, the great lawgivers of all nations 'and axes. . When we know of one of its members performing a great service to bnman liberty, to order or to Juris prudence, we feel a personal pride and feel to (share In the honor .of the achievement, In the very tbrcjs of war with the mother country,' we secured through Adams, justice fojr ...British soldiers, who had obeyed '-. the orders from tbelr superiors. "It was the mailer mind ot John Marshall that gave practical effect to the constitution', declaring that the government of the United States of necessity, exercises Its power directly upon the people, throughout the whole extentof our great country, and not immediately through tbe states, nor with the aid nor even- with tbe oon sent of state governments. , , "The doctrine of Jefferson upheld individual liberty .developed Individual strength and enlarged Individual man' hood. . The doctrine of Marshall baa given nj a strong and mighty nation and has given to every man the hope that he shall in peace enjoy the re wards offals own honest toll. These were not the enunciations of mere doctrlnarles, bat of great lawyer and practical statesmen. "Tbe profession of law In this broad and enlarged meaning is really a de partment of government and not mere trade or calling. Every polltloal question Is so latlmately connected, at least with some form or b ranoh of law that necessarily the lawyers are largely ir not wholly responsible for their set' tlement. The legal profession has never yet Inspired or enoou raged mob spirit, and I feel I am warranted In tbe belief that our profession will al ways remain the . rook of defense against turbulence and vlolenoe, and win stand up like a giant for liberty ana oraer." FREDERICK H KINSEY1 Semng as a Juror When Fatally Attacked With Heart Trouble. . ' NO SSSISTARCE COULD BE GIVEN. ' Portland Telegram, Sot. a). Frederick H Klnaey, oneofthereg ular trial jurora for the November term, and oue of the jurors drawn this njoroliie In tbe Kuetemeyer murder case, died suddenly within five mln utes of taking his seat In tbe jury box Mr Kinsey seemed to be taken wltb a fit of some kind at first, and was car ried hurriedly to the clerk's ofllce, off Judge George's courtroom, where an attempt was made to rellee bim. It was unsucoesslul, as death followed tbe attack. It all happened so quickly that many people In the courtroom hardly realized what bad occurred until it was all over. Tbe names of 12 jurymen bad been called, among Ibem that of Mr Kinsey. They had stepped into tbe box and Eil Mendenball bad addressed his openiug question to Mr Kinsey. The bailiff waa seen to motion for help and It was seen that Mr Kinsey was breathing with difficulty, and that be was evidently attauked with some trouble. Theotber Jurors assisted in carrying him to a Bide room, wbeie some attempted to revive" him, while pbysiolans were telephoned to cume io tbe courthouse at ouoe, Before tbey bad time to arrive, however, it was seen that Mr Kinsey was past rncov ery. Heart trouble of some nature had attacked bim and death was al most Instantaneous, ills family was couiinuuicaled with and also Coroner Band. Several physicians appeared in the courtbouie within a short time after they were sent for, but it was too late to do any goodaod it is doubtful If they could have saved bis life If tbey had been on baud at once. As soon as possible tbe remains were removed to tbe morgue, auotber name waa drawn from the jury list, and tbe trial of Al Kuetemeyer was prooeeded with.. It is not known that Mr Kinsey bad been subjeoted to suoh attacks aud that which caused blB death, aud for that reason it seems all tbe more sud den. He was In conversation with a number of acquaintances this morning before court convened, and he was ap parently In the beat of heallb. After stepping to his seat with the jury, be went for bis overcoat, and it was on bis way tbat he clutched the bailiff by whom he was seated, as It seeking help. Court was adjourned for tbe time, until it was seen that noting oould be done and the remaius were removed to the morgue. Frederick H Kinsey is well known iu Portland, having resided here for some 25 years. He baa been employed as a car repairer and builder in tbe O HiN shops, and was so employed up to the time of bl9 death, although be bad laid off in order to serve as a juror dunug tbe present term. He has been the bead man in tbe oar shops and has always been beld in high esteem. His home has been at 664 ast An keny street fur tbe past five years, where he has resided wltb his wife and one daughter, Miss Grace Kinsey, who ir a teaober at the Stephens' Ad diiion sobiol. Before tbat he lived at Ninth aod Burnaide streets. vvueu n was Known mat be was dead, Judge George telephoned to Mrs Kinsey asking if ber husband had left for the court house, and then tell ing ber tbat he had met with an aocl dent, and tbat she had better oome to the court house at once. She evident ly divined that it was something seri ous, as she orled out lu terror and left tbe telephone. Miss Grace Kinsey, who was in ber scboo'room, waa called to a telephone by a friend of the fami ly and told the sad news, and was aaked to accompany her motber. Mrs Kinsey reached the court bouse first and when told of her husband's sud den death, her grief could not be con trolled, aud finally she had to be led away.
