morning from paralysis, at the home
of Mr and Mrs A G Mathews, on East
Ninth street, aged 72 years. Mrs Don'

the Presidential eleetlon, on Tuesday
evening.

Now ss to Mr Hubble's proposition
to furnish crushed rock for $1.00 per
yard: The propoiition was not bauded
or given to me, but was given to the
city attorney aud handed by him to
the different members of tliec juucll

was called to order, and the proposi
tion was read by myself aud Messrs
Oaburn. Preston and K-jney. wnen
the oounoil was called lo order by tne
mayor Mr Oaburn took the He ir, made
a statement that Messi a uensmore a

Mr Osburn claimed that it was getting
too late to operate the cruaher, and
moved that the street committee be
Instructed to Improve Willamette and
Eleveulb Btreets with - screened gravel
The motion carried. Mr Oiburj also
moved that the chairman of tbe street
committee be instructed to brlug the
crusher into tbe olty aud house it up
for tbe winter. This motion carried
also, and I, as chairman of tbe street
committee, was in ibis way instructed
to bring tbe crusher in, and I did. Mr
Oaburn contended in support of the
last motion tbat tbe crusher was out
of repair, which was a faot, but Coun-
oilman Peter Instated tbat the crusher
could be repaired in thirty-six hours.
I believed at tbe time, and became
more fully convinced afur discussing
tbe matter wlltt the business meu of
tbe olty, tbat the placing of gravel on
Willamette street instead of crushed
rook was a serious mistake, and tbat
tbe proper thing from every I int of
view was to repair Willamette street
with crushed rock. I was honest la
tbe belief and desired to aot in tbe
matter to the best interssts of the tax
payers and the property owners: but
it seems that I have Incurred the die-
pleasure, especially of Mr Otburn, and
it may be a majority of tbe council
who it seems now agree and for son.e
time past have agreed with Mr Ojburu
in this matter.
Mr Osburn is inclined to censure
me, and speaks somewhat severely of
me. Concerning tbe kiud of gravel
tbat baa been used on Willamette
street, be speaks of It aa "boulders"
and "sand." Mr Osburn and other
members of the counoil know full well
that It is very difficult to obtain the
proper kind of gravel for nee on (he
streets, and tbat to soreen aud obtain
the best grade of gravel is almost Im
possible unless a large expense be in
curred in doing so. I am satisfied tbat
to obtain and prepare the proper grade
of gravel for Willamettee street will
cost not less than $1.00 per yard, and I
think more. I did the best I could,
aud instructed the teamsters hauling
gravel tbat the city desired and muat
have gravel, not rock. I acted In the
matter conscientiously, and the beat I
knew how; besides other members of
tbe counoil knew of and saw this
gravel as it was being hauled and
placed on the street, and were counseled
and consulted by me in regard to tbe
gravel. I feel tbat Mr Osburn's
atrloiures toward me In this matter are
unwarranted and uncalled for, and am
of tbe oplniou tbat h i censure and
complaint against me I not altogether
based on this matter of the street im
provement. -
It Is tiue, as Mr Oaburn said, that it
bad been raining, and tbe weather
bsd been unfavorable for this worn,
but 1 do not think that It would have
rained any harder, or more continu
ously If we bad been operating lb
crusher and hunting crushed rock than
if we had hern hauling and screening
gravel. During this lime we have
hauled -and placed on Willamette
and Eieveutn streoU about 700 loa ls of
screened gravel, aud 1 think we could
have jun and operated tbe rock
crusher, so far as the weather Is con
cerned, to as good advantage aa to
screen aud haul graveL I have hrd
no personal Interest in the matter
farther tnan to serve tbe people wbo
elected me to the office I bold, as well
tbe entire city, to tbe very best of
my ability.
As to the personal thrust Mr Osburn
throws at m.: "Wbo prepared your
statement, wbo has you now In
charge?" I will say tbat I belong to
no ring or clique. I dojnot belong to
your, or any other ring, or combina
tion. I consider myself a free man
and will certainly act accordingly. I
desire to discharge my duty as. a
councilman to the beet of my ability,
and to the best Interest of tbe olty
without prejudioe for or against any
one. I atBure you that I have do
friends to reward, or enemies to pun
ish. You may have a mejorlty of tbe
counoil behind you, and you may be
able ti control a majority of the present
council, aud no doubt can and will,
but I assure you, and tbe oltliiena of
Eugene, that I shall continue to aot
conscientiously on all questions com
Ing before the counoil on my own bsst
judgment, and from tbe beat Informa
tion I can get, without malice sr III
feeling toward you or any one else,
But the fact tbat you and a majority
of tbe present counoil may at any time
bold a different opinion from mine
will not arouse anger or fear In the
performance of my offloial duty,
prepared my own statement, and If
had not I think your question dis
closes a desire on your part to stir up
contention In tbe counoil, and is an
Insinuation wbioh you cannot well
afford to make.
I will say tbat as a member of tbe
council I have never secretly or other
wise pledged myself to any other
member, or members of tbe council, to
oppose or support any measure, or
person to any appointive offloe, nor
have I disregarded any petition from
tbe citizens or business men of Eugene.
