' "It has always been a, curious puzzl why Fraukliu, the umu of ripe age, of commanding dlstluctiou uud of approv ed literary skill, was uot selected to write the 1 leclaratlou instead of Thom as Jefferson, then only 33 years old and comparatively unknown." ssys John Glluier ttpeed lu The Saturday Even ing Post "It could not be that Frank llu was passed by because he had dune everything lu his power to avert the war aud reconcile the dlffereucos be tween the colonies and the mother rouutry, for all wise men In the colo nies did all that honor permitted In that direction until the die was cast. No; It was not a fear of Franklin's ear nestness In the cause of the colonies. It was probably the fear of Frankllu'i humor. "He was not only the greatest man pf his time, but he was one of the greatest humorists of any timet And so: his associates were possibly afraid that he would put a joke In the Decla ration and passed him by and selected the lank young Virginian wltb tbe froo kled face. ' As It was. Franklin did have bis Joke, tor when the members of con gress were about to sign the Declara tion Hancock, whose earnestness la ex pressed In the bold signature which comes first, said in his own earneat way: 'We must be unanimous. There must be no pulling different ways. We must all bang together.' " 'Yes,' replied Franklin; 'we must bang together, or we shall be pretty sure to hang separately.' " A DlTlnltr Student Routed. "One day we. were .traveling across the plains In tho caboose of a freight train," writes llev. Cyrus, Townsend Brady of his experiences as "A Mis sionary In the Great West" in The La dles' Home Journal. "A young divinity student was with us. He was one of the ambitious kind of divinity students who wreck a parish or two when they begin and Anally drift upon the eccle siastical bargain counter.; He was ready to argue about anything, with anybody. A greasy, dilapidated looking tramp came Into the. caboose nt one of. the stations at the end of a dtvlsion'and presently engaged In a heated discus sion with the young theologue on the disadvantages of education. He main, talned the affirmative that the less a man knew and the less education he bad the happier he was with so much skill and adroitness and showed such mastery of logic and literature that be routed the poor boy horse, foot and dragoons so effectively that tho young man rose nno went out on the platform, to hide his chagrin, leaving the sup posed tramp chuckling over his pipe In hugo enjoyment at his eimy victory. The bishop had listened without say ing a word, nud when the student left he turned to the man and Inquired sharply. 'What college do you come from, sir?' 'Yulel answered the man without thinking. The unlucky admis sion destroyed the man's argument, for, he was a living example of the fallacy of his own proposition." Europe's Cltjr of Crime. The Italian city of Artena, situated about 40 miles from Home, Is known as the City of Crime. Ever since the six-, teenth century every criminal who has escaped from prison or done his tlmo has emigrated to Artena, and today practically every Inhabitant Is a crimi nal or the child of criminals. Every family takes the law Into Its own hands, and It Is reported not a day passes without many murders being committed In the streets, , The. Italian authorities have now come to look up on Artena as hopeless and remark that It Is far better that criminals Bhould kill criminals than that Innocent per sons should be their victims. It Is said that on one occasion when 23 murders bad been committed In that city In one dny the fact was reported In one of the Italian papers In the following terms: "Since our last. Issue. (24 hours before) there have been 23 sudden deaths In Artena," and no further notice of tbe murders was taken or expected. Ruikln Didn't Like Hid, Did you ever read "Tbe Hunchback of Notre Dame?" Balzac Is sen sual, but he Is an artist of the highest touch aud a philosopher, even In his sensuality. Eugene Sue paints virtue as well as vice. Dumas Is absurd aud useless, but Interesting; Beranger blas phemous, but witty; George Sand Im moral, but elegant. But for pure, dull, virtueless, stupid, deadly poison read Victor Hugo. It us tin. Tbe work ot securing ., means to push tbe wagou road through to Blue River mining district next spring still goes on. If the business men of Albany let this opportunity to secure a large trade pass tbey will be standing in tbelr own light. The Blue River mining district Is becoming one of the richest In the state of Oregon. The developments are working toward the north or the Calapooia side of the dis trict. A mill will be put lu next spring on the Corustopk and Great Northern olalms, which are at the northern extremity. To reach these olalms It is neoesaary to go arouud by Eugene aud bate orsek. lu going over this mute there are twelve miles of mountain roads over which it takes four borses to haul fourteen hundred pounds. When tbe new road Is com pleted there will be but four miles of mountain road, aud this not so bad but that two horaea will haul an ordi nary load to the top. Wltb all theso advantages, and the greattr advantage of being nearer, yet Albauy has not exerted Itself to get this road through. Tbe businessmen of Eugene, realizing tbe richness of the district, have al ready raited $5,000 to be put. lu ou the road already built. If Llun county, or tbe cltlznnB of Albany, will raise one-half that much, it will complete the road up the Calapooia and put U In as good shape as the other, thus securing all the trade and gold directly Into Llnu county aud consequently to Albany. Let Albany see to It that tbe road goes through. Notice to Taxpayers. Eugene, Oregon, Oot. 16, 1900.
