Present, Mayor Harris and Councllmen Luckey, Ostium, Abrams and White. Minutes of January 8 and 26 read and approved. Finance committee reported favor ably on a number of bills and tbey were ordered paid. Councilman Lucky read monthly redort of street committee. It showed 2,610 feet of new lumber used during month. Street committee recommended the grading and graveling of Jefierson street from Eighth street north to the railroad. City attorney reported the collection of delinquent sewer assessments as progressing satisfactorily. Protest of property owners abutting against grading and graveling Jefier son street from Eighth street to B. R. for the reason: "That the graveling ol said street would cause a heavy ex pense to the said properly owners, and a number of the said property owners are not In a flnanolal position to pay any of the said expenses, and the same would place their property and bouses In Jeopardy." WELCH'S OPlMO.V Disease Prevalent In Bsny State, but iot Viiulent. In a dozen or iuore slates a disease has for many mouths been epidemic, called by some smallpox, and by many chicken-pox. Cases have appeared iu almost every town on the coast. on siderable Interest will be niaufested, no doubt, In tbs statement of Dr. Welch, of Philadelphia, who treats the subject thus; He takes the ground that tbe present disease now going tbe rounds of many of the Northern states baa its source in the very mild epidemic of smallpox that prevailed In the South two or three years ago. It was there very frequently diaguosed as cbicken-pox, in fact, the profession was snout equally divided on the point. But the disease was ever of a mild type and rarely resulted fatally. Not infre quently patients kept about tbeir tasks and youtbs at tbe quarantine hospitals often would while away tbe time by playing ball. The disease followed much the same course In tbe Northern states, physi cians often falling into the error or diagnosing It as cbicken-pox, and con sidering the unprecented mildness of tbe disease, Dr. Welch says be is not at all surprised at tbe disagreements in diagnosis. After a study of 20 vears in hospital work covering 6,600 cases, be says be has never seen cases of unl formy so mild a type, nor can he find a similar epidemic in this or any other country. Previous to November 1 of last year he bad 128 cases, without a single death. In the smallpox epldemlo of 1894, in Philadelphia, tbe mortality was .18 in the unvaoclnated and there was an average of 68 per cent in all other epidemics In tbe oity back to 1870. Tbe average death rate during the eighteenth century was about 40 per cent, Tbe mortality from the present epidemic he declares Is practically nil. Why the disease should preseut itself In suoh an unprecedented mild form Is a question that he will not undertake to answer, but there can be no doubt of Its being genuine smallpox, Dr. Welch avers.
