Kincald had "worked" his ofllce

being discussed by all. It seems quite
likely that the legislature will appoint
a committee to Investigate the charges,
Secretary Dunbar is not charging
the two dollars for state deeds as Kin
cald did.

"There are those who think our
university should not receive financial
support, while there are others who
think it ii bad policy aud worse econo
my to withhold from it any ueeded
aid. It is no doubt true that taxatiou
is (or the general benefit, and that
objects of its fostering care should con
serve the publio gocd. But the fact
that comparatively few can enjoy the
university's advantages is I ot conclu
sive that its benefits are imt for the
publio welfare. If tliu university is an
e.'sential part of our educational system,
is conducing to the progress aud
development of our elate, and to the
prosperity and Intelleotual greatness of
the people, it is of general benefit and'
emitted to receive publio support. The
uuiversity aims to furnish such an
education as will enable those always
the few who possess the requisite
abilities, to become useful citizens aud
leaders of thought in the professions,
iu statesmanship, iu the ynrloUB
branches of learning, in philanthropy
and works of charity, in promoting in
dustrial projects and conducting com
mercial enterprises, and In devising
methods for the moral aud political
advancement of the people. Its ex
istence is due to recognition of the fact
that the state needs captainB lu every
department of life, alluding human
happiness and welfare, and that, as a
means to this end, it should provide
an InBtituiion of learning whose course
of Btudy would lay the foundation to
8upplytliem; and perhaps, too, some
aomeofthote benefactors of our race,
whose enlightened influences shall
hereafter be traced in the improved
conditiou of our species, and iu the in
creased prestige and power of our state.
The Btate cannot aflord to wait or
depend on local enterprise, or church
organizations, to establish and main
tain institutions of learning splendid
and worthy as have been their efforts
and success for the accomplishment
of these great objects of publio ooucern.
The crown of our educational system is
the university. We should strive to
lift it to a plane where It may compete
with similar Institutions ol other states,
and save our children the necessity
aud expeuse of going abroad to acquire
a higher education. It is, entitled to
receive the financial Bid and fostering
care of the state. Money spent to
further its legitimate aims aud ends is
not a gratuity, but a good investment
for the state."

Butte Quicksilver Mining Company,
in Lane couuty, says the statements to
the ellcct that the mine has shipped
$30,000 worth of quicksilver are mis
leading. The entire energies of the
company have beon bout toward get
ting the mine Into shape to ship ita
produot, whiob is found iu great quan
tities. So far nothing lias boon shipped,
but the mine will soon bo iu shape to
make shipments.
The sum of ?7G,000 has ibeen ex
pended on roads, bridges aud other
improvements. It was fouud that
considerable of the quicksilver escaped
through one of the chimneys, and the
mine was closed temporarily.
The management does claim that it
has one of the finest plants for extract
ing quicksilver In America. The sup
ply Is practically inexhaustible. There
are whole mountains of cinnabar,
which the company has control of, and
next spilng the mine will begin ship
ping in earnest. Knowing that it has
a good paying proposition, the manage
ment will not begin to ship until
everything Is iu readiness. The thous
ands of dollars spent on Improvements
