Reports of the insanity of the emperor of Germany are growing in number and denmteneep, but there appears to be little more foundation for them than the fact that his majesty is erratic, cranky and of violent temper, says the Pituburg Dispatch. "If he was one of the common people he might be equally afflicted without causing anv apprehension, as he could then be disciplined, and at the worst his foibles could not involve a whole great nation." A SECRETAHV-OfT STATE VETO. Of all the useless appendages with which this state was ever afflicted, the railroad commission is the worst. It exists only to draw pay from the stato, and by the way, there are many sounchar itablo as to suggest it is also on the railroad pay roll. However that may be it is a genuine political vermiform appendix. If Oregon should bo so fortunate, or ui'.fortunato, as tho case may ho, as to got another legislature togelh er this excrescence will be prompt ly removed. All parties agree as to the wisdom of such an operation. Secrotary Kincaid is holding thu commission up in good shape on tho salary question. It will get none of the taxpayers money il he can prevent It. A report in the Salom Journal Bays: Prosident I A MuCrum of the board of railroad commissioners was in Salom yeBtcrday nnd swooped down upon Secretary Kin caid like a big rooster onto an old bald eagle and ho came off at .the end of his interview in about the condition that the rooster would after an encounter with one of those old rulers of tho bird kingdom. MoCrum wanted, very, very bad to know what kind of a vouoher or claim Kincaid would recognize. The roply was that no claim, vouchor, bill or paper of any kind, shape or description would be roo ognized or (1 loci or allowed in the ofllce of sodrotary of state' as an official document coming from the everlasting railroad commission. MoCrum intimated that tho railroad commissioners are state officers now in office and that IhoBocrotary should "accommodato" them with vouohers and certificates, etc Kincaid said positively . he "wouldn't do a thing," wouldn't recognize a thing or have anythinit to do with anything coming Irom the aeven-lived commission. Mu Crum ought to have known better. Ho ought to have known he could not move Seorotary Kincaid. He had just as well havo tried to in d uce Mt. Hood to go over and fit on the Jiluo mountains as to por Buadu or coerce tho soerotary into giving tho railroad commission a per conl of money or a scrap of pnpor. ENTITLED TO THEIR MONEY. The veterans who aro compelled to accept the charity of the state are old niun, and it is not reason able to expect their modes and habits of lifo ean be changed when they aro on the vergo of the grave.
