first took up the populist theory of
the referendum, or a power given the
people to vote directly upon all ques
tions of state or national Importance.

question, the tariff and the laboring
mau's cause, handling each In an able

championed the esusi of sliver and
the laboring class, and why he could

The city of Eugene does ordain as
follows: That section 17 of an ordi
nance approved January 2, 1890, aud
entitled an ordiance "For the Preven
tion of Fires" beginning oh page 89 of
the published laws of the city of Eu
gene, and the same is hereby amend
ed so as to read as follows:.'

within said fire limits shall be altered
changed or repaired without permiss
ion of the chief fire warden In writing
und approved by the committee on

cil of the city of Eugene, which per
mit shall specify fully the alteration or
