The report that Mujor Post, of the corps of government engineers, would spend the winter in the East and would have the government snagboat tied up until spring, seems to be with out foundation, at least so far as the snagboat is concerned. There is yet between (7,000 aud $S,000 of the appro priation for the improvement of the upper Willamette river left, aud, fear ful lest there might be some truth in the report and we would .be left with out a boat to keep the river cleai of snags and other obstructions during the boating season, some of our citi zens wrote to Mujor Post to ascertain if there was any truth in the sttttemeut that the boat would be removed tor the winter. The following reply lias been received by Mayor Matlock: U S Engineer Office, Portland,! Oh., November 20, 1895. J D Matlock, Esq, Mayor of Eu gene, Oregon: Dear Sin Your letter of the 19th inst. at hand. The remov. al of obstructions between Harrisburg and Eugene cannot be undertaken by the snagboat in the present stage of water in the Willamette river. This portion of the river will, however, receive attention at the first favorable opportunity- Very respectfully, J as. C. Post, Mojor, Corps of Engineers, USA. This letter is explanatory and the upper river will be navigated by boats as soon as the winter rains raise it to the proper stage. As yet the river is very low, aud heavy rains and lots of snow in the mouutaius will be requir ed to raise it and keep it up during the winter. War rants Issued. For some time it has been known by the offlcers in this city that the sal mon canneries on tho Siuslaw have beeu running in open violation of the law. No action has been taken by the deputy sherifl or the deputy fish war den, at that place, whose special duty it is to protect (lie fishing interests of the Siuslaw, and the deputy game warden in this city has beeu quietly waiting until he could olitalu sufficient evi dence to warrant arrests being made. This morning warrants were issued for the arrest of the managor of Itoso Hill cunncry, located on the south side of the Siuslaw river : about two niile above Florence, and Wm Kyle, mauager and part owner of the Flor ence cannery, The warrants were placed in the hands of Constable T D Linton to serve and he left for Florence on the Siuslaw itage this morning and expects to return here with the accused parties next Wednes day evening. The offlcers claim they have sufficient evidence to convict the can ncrymen of running in open violation of the law on the 9th inst. There Is no doubt but that they have been run ning a greater portion of the time since the close of the open season, Novem ber 1. and if such cau be proved the case against them will be a strong one Owing to the fisherman's strike dur ing the open season, the canneries lost a run of two weeks or more in the most valuuble part of the season, and therefore their profits were greatly diminished for the run, and in order to make up this deficiency is probably one cause which has led them to violate the law. Inasmuch as the fishermen who have beeu catching salmon for the canneries since November 1, have also been violating the law, warrants will be issued for their arrest as soou as the case against the cannerymen is heard The Siuslaw strike, like other dis turbances of its kind, resulted in ac complishing nothing for the fisher men, and proved a heavy loss to both themselves aud tho ean- neiles, aud to the community at large, Shoes.
