MONDAY, JULY 1, 1895 THE GrUND JURY SYSTEM. this Tho Dalles Chronicle has very sensible editorial: "The uselessness of the grand jury was never more clrarly demon trated than in the case of the United States vs. Miss Bergar, in which Judge Bellinger directed the trial jury to return a verdict of not guilty. Seven indictments returned and not evidence sufficient to be submitted to the jury! The ex pense of this faroe to the United States was undoubtedly large. ''Tho grand jury in tho state court is manv times worse than a uboIoss expense-. If the salary of prosecuting atternoys was made large enough so that attorneys of experience and ability would in all cases accept tho office and give that officer power to bring criminals to trial by a presentment, and the trial judge power to remove in efficient proseeuting attorneys and appoint suitable ones in their stead, the laws would gonerally be muoh more satisfactorily enforced and a very considerable Bhare of the ex penses of the oourt wiped out. Now witnesses in all oriminal cases pending at;the beginning of the term are, in most judicial districts, sub poonaod to appear on the first day of the term, and are usually kept in attendance -until after the trial. This often keeps witnesses in atten dance two or three weeks. "If whilo the preliminary inves tigation, now made by the graud jury, wore left to the prosecuting attorney, it would be bettor done, and tho case set for a day certain, witnesses subpoenaed to appoar on that day, and thousands of dollars avod at eaah torm of oourt.
