Judge Thompson of the Iowa dis trict court has rendered an opinion in a Bchool-bleclion case, holding that the law granting women the right to vote in school and muni cipal elections on tax levies is uncon stitutional, on the ground that the constitution of the state provides that only male citizens may vote. England collects large revenue from those best ahlo to pay by an ineomo tax. Our sup. fine court by fine construction of law enables many of the wealthy having large incomes to escape taxation almost entirely. Legal sophistry can pick flaws in any law provided tho de ciding power has a bias. Governor Mitchell, of Florida, calls things by their right namcB when he discusses prize fighting. He has recommended to the legislature- the enactment of a law mak ing prize fight- or glove contests felonies by statute, "with such pen alties uttaehed as will cause theso thugs to respect the law-abiding, God-fearing peoplo of the state in tho pursuit of all their rights as citizens." Tho contention of Secretary of Statu Kincaid that all moneys ap propriated by the legislature should bo regularly audited by state authorities appears just. Accord ing to the paHt loose system of lump payments to dill'erent institutions the responsibility was divided, and the monoy of tho state was paid out through tho consent of a large number of persons, and no suf ficient check could possibly bo ex ercised, if extravagance existed. A recent writer suggests that if there is anything in the law of averages or historical prcosdents, it is about time for the United States to have another war. Tho average period between wars heretofore has boon about twonty-fivo years, and thirty years have now passed since tho civil war. Never before in our history, that is to say, has there been so long a period of profound peuco as tho ono through which we are now passing; and if history is going to repeat itBclf, a war nniBt soon ensue. Section 53 of the new military bill provides that the secretary of state shall issue lus warrants lor the gross amount ol the military bills us audited by the military board and approved by the commander in chief (not to exceed the appropria tion) and that the treasurer of state shall then hold such funds subject to the odicial warrant of the paymaster general in favor of the person to bo paid for services or for military purposes. The sec cretary of state holds that this con flicts with the general law covering the duties prescribed for him, which includes the passing upon ull accounts. An olliicial opinion will be requested.
