Dec. 16.—The Brownsville affair was discussed in the senate today by Senator Lodge, member of the commltte on military affairs which investigated the charges that the soldiers of the Twenty-Fifth regiment "shot up” the town of Brownsville. Senator Lodge remark ed that he would make no reference to the report of investigation re ferred to by the president in a recent message to congress. The galleries were filled, many negroes being pres ent. Senator Lodge said he had come to the conclusion the shooting was done by soldiers of the Twenty-Fifth in fantry, and that there was no evi dence against anybody else; that the bullets were used in Springfield rifles, and he spoke of the testimony of the stoldiers as constituting "a uniform denial”,1 the uniformity of which rendered it of doubtful value to him. He said the self-selected champions of the soldiers sought not for equality before the law, but for special treatment for the Browns ville soldiers on the ground of race, and declared they were not entitled to any different treatment than that white men were entitled to under the same circumstances.
