Runs High As hostess of the Inter-collegiate Oratorical Association of Oregon to day, Monmouth gave herself com pletely to the college spirit, which was everywhere manifested by the enthusiasm of the friends of the com peting Institutions for the honors of the annual contest. The business houses and numerous residences were gaily decorated with the colors and pennants representing all the con testing schools, and across Main street was a banner with the State Normal's welcome to the association.
