Sheep Must Be Dipped.

at the hands of the house yesterday
afternoon, when the sheep inspection

is worrying the state board, consist­
ing of the governor, state treasurer
and secretary of state, says Corre­
spondent John W. Kelly. It is be­
lieved that before the legislature ad­
journs the commission will be ap­
pointed.
Within a few hours after the Cha­
pin bill passed the senate there was
a conference by members of the
board, at.which they canvassed the
situation. Not one of the members
was paiticular’y happy over the re­
sponsibility thrust upon them. State
Treasurer Steel and Secretary of
State Benson were particularly un-
comfortab'e. They declare they do
not want the job of appointing com-
| missioners.
Steel and Benson became involved
through no effort of their own, but
through the activity of Republican
politicians who did not want the gov-
ernoi to appoint. Since the Chapin
bill passed Steel and Benson have
been feeling around among the Re­
publicans for suggestions and possi­
ble candidates.
Each one solicited for advice has
informed the secretary and treasurer
that their appointments must not be
made through political motives. The
board must pick out men with quali­
fications, and
not
men who are
friends or have political backing.
There is declared to be too much at
stake to piay petty politics.
It i3 not generally conceded that
Oswald West will be the selection of
Governor Chamberlain, and there Is
nothing deflnite regarding the Re­
publican commissioners. G. E. West­
gate is supposed to have the best
chance for recognition, since he en­
gineered the board deal. Frank Da­
vey is mentioned, although he la not
a candidate. Among the names sug­
gested to Steel and Benson was Mr.
Goddard, of Potrland. who formerly
served on the board of public works,
and who is a practical railroad man.
