The Oregonian, Portland Jour nal and Telegram, the Salem RtAtmn and Journal admit that the effective way to meet the objectionable features of the General! appropriation bill, is through an initiative bill rather than the referendum. The fact is. second sober thought of tho people of Oregon turns to an initative bill f.s the only direct way to get at the evils complain ed of in House Bill 370. The most that can be claimed for the referendum in this case 13 that it would serve as a rebuke to the legislature. It carrfes no cura tive qualities whatever. It would be an expensive experiment; would cripple the administra tion of state government gener ally .and the probabilities are, would dot discontinue a single normal school. The mother state normal a Monmouth will con tinue, and there is no assurance any of the others would close their doors. In truth, the schools have to strong a case in equity, to shut down because referen dum petitions may be filed with the secretary of slate. The leg islature has made the appropria tions, objectionable as they may be. The Govenor, though he did not sign the bill, gave it the endorsement of filing it without his veto, with the secretary of state. Each of the schools has a board of legally constituted re gents who hold office py appoint ment of the Govenor. These re gents have employed instructors and incurred other expense. To annul the contract with the teachers of the different faculties and throw them out of employ ment after similar positions they might have held in other schools are filled, would be an injustice that the state could hardly afford to father. While it is true, the legislature provided for too many poorly equipped normals, the best that can be done is to give them two more years lease on life by which time the people will have had an opportunity to get at them through an initiative bill at the polls. Senator Milton A. Miller fa vors a vote on House Bill 370 and in an interview embodying his views of the duty of the people in the matter says: "They should vote down this combination bill and send a committee to represent them at the. next session of the Legisla ture." The Senator forgets that the main purpose of the initiative and referendum is to do away with outside committees and lobbyists. A peculiar view to take as to the purpose of the referendum. All mentally and morally de ficient children should be put out of existence at their birth, or as soon as their defects are noticed.
