AUG. 22. 1913. .4 HOPEFULL OULTOOK Mixed with the troubles and contention that litis been grow ing between labor and capital, employes anil employers, are some movements which give rise to hope that future methods may curtail the evils which arise from wide-spread strikes. In the matter of the threat ened Railroad strike President Wilson has appointed three men of high standing and character to serve upon the board of Me diation, and they are now en- One of the most striking evi dences that the government is really attempting to exercise its rights for the protection of the people at large, is the fact that j Secretary McAdoo of the Treas ury Department has notified the! banks in the Southern and West-; eru parts of the country that he was ready to deposit with them 150,000, 000 for the express pur-; pose of moving the crops. Here tofore, crop moving time has al-, ways been a serious one with country bankers, for the farmer was a large b o r o w e r and could not repay until crops were sold. This made it a time of stress to the entire country. . By the method proposed this stress will be obviated. The sec retary has taken ample precau tion for the return of all the money advanced. The money will be placed in National banks in such sections as it is believed necessary. The Ranch. What is this we read? Secre tary McAdoo of the United States gaged in endeavoring to bring telling the newspapers that Wall street bankers are a lot of "pi rates" and should be put out of about an amicable adjustment of controversies concerning wa ges, hours of labor and working conditions on the part of rail roads in the United States, in cluding the controversy over in terchange of rights and seniority between the Southern Pacific company and the Order of Rail way Conductors and the Broth erhood of railroad Trainmen. While of late years there has been more or less effort made to settle and control strike situa tions, yet, generally spunking, very litle was accomplished, and too often, the effort consisted in calling out armed force to quell disturbances, while but little was done to bring about equity and justice and very little, if any thing, was accomplished toward bringing about better condi tions between labor and capital. The knowjedge is becoming general that employes have rights which must be respected as well as those of employers, and that these rights are equal, but the interests of the general public have mostly been kept in the back-ground heretofore, and while such has . been the case the general public has been no less the loser because of these strikes on the part of labor unions. That these efforts of adjust ment, in the interest of peace, humane and prosperous con ditions, may . ultimately suc ceed is the hope and desire of every peace and justice-loving citizen, but notwithstanding what our hopes may be, nor with what roseate optimism we may view the future, the fact re mains that there are two factions to deal with, and their grievan ces are of long standing and have been nursed and cherished until it takes but little provocation to cause angry contentions to spring up which are easily converted into lawless acts which often lead to destruction of property and of life. Efforts to adjust these diffi culties amicably, and keep them adjusted, should have been un dertaken more seriously when these differences began to arise but conditions have been let run their course until animosity has reahced such proportions that equity will be hard to establish. The world is really moving, and the best proof of it is that repub lican papers are not criticising, but applauding, the action of the secretary in placing 50,000,000 in Western and Southern banks to move the crops. The secre tary went further and said that Wall street was knocking the United States bond market. We have more hopes now than for years that the people are really earning that the government is their own and does not belong to a lot of four II ushers in New York City The Ranch.
