Another reason for the Pacific Coast Federation is the need of such an organization to co-operate with the American Federation for Sex Hygiene or with the joint society that ' may be formed at Buffalo next month comprising the American Federation for Sex Hygiene and the American Vigi lance Association. The Pacific Coast Federation is needed also to conduct annual conventions of all the Pacific Coast societies and to aid the or ganization of new societies in all the seven states. Many commu nities will seek the aid of an or ganization representative of all the states which hesitate to make demands upon a local society. No person or persons (exceiL a fireman in the discharge of his duty) shall without written permit from the Superintendent, open, or in any way tamper with any tire hydrant or fixtures connected with the mains of said water system. Section 20. The standard size ferrule or pipe forming the basis of the schedule of rates herewith adopted is three-quarters (3-4) of an inch. Thu Water Hoard retains the right to permit, in its discretion, the use of a larger pipe or connec tion, for which special rates will be charged. Section 21. Persons taking water for sprinkling lawn and not for household use, will be charged for both lawn and household use. Section 22. No hydrant or faucet will be permitted on the sidewalk other than a concealed hose connection below the surface of the walk. Section 23. On failure to comply with any of the provisions of this ordinance or the rules and regulations established as a condition to the use of water, or to pay the water rent in law imie ami maunei i.L-.tiiiiri piuvnieii, uie water will be shut off until payment is made of the amount due, together with 60 cents in addition, for the expense of turning the water oir and on. Section 24. Should the occupant of the premises turn on the water after it has been shut off at the curb-cock, it will be turned off at the main and a charge of $2.00 made for the expense of turning it olf and on. No person without a written permit from the Superintendent is allowed to turn a public or private stop-cock except as hereinbefore provided. Section 25. The corporation cocks, curb-cocks, service pipes and hydrants are the property of the city, and all persons are cautioned and notified not to meddle with the same, or hitch any horse or other animal to any hydrant under penalty prescribed in this ordinance. Section 20. The water rates will be due and payable in advance, at the office of the Citv Recorder, on the first uay ot . J .
