first number of our magazine
accompanimeut with the Hkr
ald and we hope it will meet
with the approbation of our
readers, and if you like the
service do not be afraid to say
so as we will be pleased to learn
just what you think about it.
The Laird of Sky bo is said to
be having trouble in creating
his pension fund for ex-presidents;
and therewith slips in the
thought like the zepher of a
gossip's whisper with the "wonder
if the sly old Scotch roan, isn't
paving the way to influence pres
idents before they become ex in
order that his property interests
may have greater security."
The Legislature is in session
in Salem and the same old grists
are being ground out; 'that is,
the press agents are dispensing
their suspicions as usual. Our
political reports are largely made
'up of presumption, or t-lse we
must have sent some shrewd old
foxes to the Legislature. How
ever, as they were sent there to
work for the best interests qril
state, we hope that they will do
so and not play at politics.
Peace negotiations in the Balkan-Turkey
embroglia are about
broken off, and the Balkan states
are preparing to resume hostili
ties. Greece seems to have sized
the Turk up about right and
while trying to conclude peace,
kept pounding away to see that
she got it. However, the trouble
is not settled yet. Turkey has
been upheld by the powers of
Europe so long that she don't
think they will let go, but it
seems that a change has come;
it looks very much a9 if she will
have to take up her bed and
move out of Europe.
Using Government Money for
Nothing.
Since 1880 the National Banks
of this country have handled
more than two billion dollars of
Uncle Sam's money, using it to
their own advantage for variable
periods and without the pay
ment of any interest whatever.
It is further disclosed in a re
port upon this interesting feature
of Federal finances that the esti
mated interest upon that money
as it has been used by the banks,
computed at 2 per cent would
amount to something more than
$40,000,000. As National bank
ers count money in this day and
age this may not be regarded as
a particularly juicy perquisite;
but it has been something to the
good for the banking fraternity,
and there is no denying that it
has been a gift out of hand from
the people or rather from the
representatives of the people.
Something more than a year
ago an investigation of the ex-"
penditures of the Treasury De
partment was ordered; and the
report of the House committee
having charge of the matter is
now completed and ready for
such action as Congress may see
tit to take in the premises. The
findings of the report have
warranted the preparation of a
bill for a law that will change
the programme of no interest
charge; and from the sentiment
expressed in and about Wash
ington it would appear that such
law is likely to be enacted.
From the Federal Government
at Washington, to the county
and even the city and town gov
ernment in each state, the prin
ciple of compensation for the
use of public money should ob
tain, and that upon securities
that would absolutely obviate
the risk of loss. This is a class
of funds that should not be made
the profit-making pawn of any
man or any group of men. Those
who have used such moneys
have not failed to make profit
from that use, and the instances
are many of such profit-making,
both in the case of hanking in
stitutions and of private individ
uals. The foundations to sub
stantial fortunes have been laid
by that very means, as we have
illustration in the history of
Oregon, and doubtless in the
history of many another state as
well. It has all been a legally
immoral proposition, a private
taking of what properly belonged
to the public, and it is high time
that the practice be abandoned.
