A stream ri rumors pointing to the fact that both Russia and Austria are girding for a conflict that may involve more of the civilized world flowed from various sources, and as the Austrian government or dered a strict censorship on tel egraphic communication, truth of the rumors could not he tte nied, though their confirmation was also unobtainable. Prague sent word that Germany had ordered the preparations of 120,000 army reservists to be ready in case the Empire is drawn into the great war that diplomats fear may grow out of the struggle on the Balkan Pen insula. " That is ominous news of which civilized people every where should take serious note. If there ever was occasion for world meditation to prevent a world calamity, that occasion now exisis. The Turk, as some epigraminist has put it, main taining nothing but anarchy plus the tax gatherer, is about to be ousted from the scut of tyranny; his grip about to be loosened from the throat of Christian progress. Peoples whose necks have been under his foot have arisen and delt him chastisement richly de served. The right to exist without the constant realization of many-sided oppresion and extortion ami without the ever present fear of butchery, has been vindicated. If ever justice was made manifest in the out come of war, such is the im pending result of conflict be tween the Balkan allies and the Turk. Imperial ambition proposes to cheat the allies of the fruits of victory. Austria that was driven out of Italy because the Italian would not endure her tyranny, and that lost her grip on Prussia because there could be no affinity between the Teu ton ideal of libeity and the Austrian fact of absolutism, fearing the loss of power and prestige in Servia, prepares to marshal the forces that will pre serve the status quo so far as the Turk is concerned. It is that attitude and action upon the probability of world-wracking war depends. Premier Asquith said at Guildhall the other night: "Upon one thing I believe the general opinion of Europe to be unanimous that the Balkan victors are not to be robbed of the fruits which cost them so dearly." There is a clear, fine note in that utterance that ac cords with common justice and appeals to the best sentiment of humanity the world over. But how nearly does it state the practical fact the fact thut will prevail? Would the English cry of "Hands ofr!" have u do terent effect? Would it so seri ously embarrass the the ambi tion of Austria, and what the world beieves to be the rather lukewarm support of the Ger man Emperor that Servian dilHeulties might be settled without extending European salvation to the Turk? There, at least, is hope in that direc tion though it be faint. Tele gram. The disfavor of the city of Albany to the 'blind pig" is measured by the price her people are putting up for its abolishment. One thousand dollars has been subscribed to pay rewards for convictions, and a like sum to indemnify of ficials who may be. sued for damages where raids have been made, has been raised.
