The committee, consisting of V. S.
Grant. Willis Simonton and J. E. Mil
ler, appointed to arrange a program
for the observance of Memorial Day
in this city, has practically completed
Its labors. The exercises will begin
in the afternoon, and the banks and
most of the business houses will be
closed. The formation of the parade
will take place on Main street, rest
ing on Court. It will start at 2:30 p.
m., and will proceed In the following
order to the cemetery, with the excep
tion of the school children, who will
be disbanded before leaving the prin
cipal streets:

LATE POTATO PLANNED
Klanmtli Falls Ranchcra Would Show
What Can He Done,
KLAMATH FALLS, May 20. At
torney and ex-Judge George Noland,
one of the principal owners of the fa
mous Altamont Ranch, " two miles
south of Klamath Falls, Is going to
make some extensive demonstrations
of late potato planting this season to
prove that farmers can plant these tu
bers late to bar any possible chance of
late spring frosts catching them.
Klamath County is noted for its fine
spuds. Thousands of bushels are
grown here annually, but an occasion
al year the early planted ones are
caught and badly damaged. Judge
Noland has selected 40 acres of his
ranch and expects to plant this to po
tatoes during the month of June. He
will then give them a thorough test
with irrigation to push them along as
rapidly as possible to see If they will
grow and ripen before the fall frosts
come, and if they do he believes the
tulier culture -of the country will be
enhanced.
It is argued by Mr. Noland that late
planted potatoes In this country will
ripen as early as those planted earlier,
and that If they will there will be no
longer any occasion for the farmers
getting their potatoes froBted in
spring and thereby causing a shortage
of crop. If this experiment .proves a
success the owners ot this ranch ex
pect to turn their attention largely to
the culture of this crop in future
years.

SALEM, May 20. Referendum pe
titions on the appropriation of $50,000
for the, Monmouth State Normal
Kehools' proposed dormitory building
wore filed In the Secretary of State's
office Thursday, the petitions carrying
7033 signatures. T. I VanOrsdal, of
McMlnnvllle, llled the petitions. He
was accompanied by II. J. Parkinson.

McMlnnvllle committee, announced
that referendum petitions would not

FALLS C1TV. May 20. The three
Italians who engaged in a free-for-all
fight with three loggers In a local sa
loon, on Wednesday night, were ar
raigned In the municipal court yester
day and after a short hearing were
fined $25 each. The fin lit was with
Charles Sagrew. Harry Davidson and
Steele Evans, from Powell's Camp,
above this city, and followed a quarrel.
It whs interesting until the city mar
shal, P. 8. O'Brien, stepped In and
stopped It by arresting the Italians.

unclean can be prohibited from at
tending school.
Assignees of claims against any
county or city officer shall not have
the right to Institute suit for recovery
except on taxes or license.
Per capita tax for the county school
fund shall not be less than the per
capita of school tax for the cou"nty in
1910.
County Courts are authorized to ap
propriate money not to exceed $2000
for Agricultural College.
District attorneys are to make de
fense in divorce cases when defendant
does not appear or defend in good
faith.
Salaries of County Commissioners
raised to $160 a month.
Appropriation of $70,000 annually
for gricultural College.
Appropriation of $273,000, availabl
for Improvements at the Agricultural
College.
Rebating and unjust discrimination
by railroads prohibited.
Vagrancy law of the city of Port
land extended to the counties. It will
enable sheriffs to deal with the hobos,
Accidents to Laborers.
Employers of labor must report to
the Commissioner of Labor all acci
dents to laborers, which Hat must be
compiled and published.
Incorporated cities may appropriate
land outside the limits needed for
sewers and water mains.
The Salemi Falls City & Western
Railroad is authorized to build
bridge across the Willamette river a
Salem.
Judges are permitted to parole prls
oners not previously convicted of
felony.
Motions to Bet aside a judgmen
must be heard and determined withl
60 days.
County roads within the corporat
limits of Falls City are dedicated as
city streets.
An appropriation ot $150,000 is
available to buy land and erect

The buildings heretofore used by
the deaf mutes are to be used for tu

There Is available $315,000 for the
purchase of additional lands and the
erection, equipping and furnishing of
the Eastern Oregon Hospital,-In addl
Hon there is $15,000 for the operation
and maintenance.

County Commissioners are empow
ered to appropriate $200 for the es
talillshment of farm libraries.
Fines are to be Imposed upon peo
ple who break the gluss lnvulutors on
telephone polos.
A State Purchasing Board is created
consisting of the Governor, Secretary
of State and Treasurer, who are to
purchase all supplies for the state In
stitutions. A secretary Is allowed at i
salary of $2500 a year. An approprla
tlon of $7500 is made to carry out the
provisions of the act.
A State Patrol Board is created, to
consist of three people, one of whom
shall be the superintendent of the
pen'tentlary. This board Is to recom
mend paroles of prisoners under an
Indeterminate sentence.
Certified copies of deeds can be
niade when the originals are lost
Drinking on Train.
Drinking intoxicating liquors on
trains is prohibited.
Itallroad employes must not be
worked more than 14 hours. Dis
patchers and operators are limited to
nine hours.
Changing the ages at which child
ren may work at various occupations.
Increasing the appropriations for
the maintenance of indigent orphans.
For an Investigation of fruit pests
by the O. A. C; $15,000 is available.
Methods by which Incorporated
towns have a right to appropriate wa
ter, private property and water cours
es, are prescribed.
Appropriation of $7500 Is available
for the maintenance of the Eastern
Oregon experiment station.
Any county Is authorized to make a
special assessment for libraries.
A State Board of Fish and Game
Commissioners is created. This board
is to do the appointing and attend to
the fish and game legislation.
The ginseng industry is to be pro
tected.
Lobsters are protected until January
1, 1912.
Methods of elections on the question
of stock running at large.
Filing Liens.
Lien claimants have 60 days from
the date of delivery in which to file,
Benton county Is authorized to erect
a bridge acrosss the Willamette at
Corvallis.
Any association for the promotion
of poultry, livestock or farm products
can apply to the County Court for
$500.
There is $30,000 more available for
buying and equipping the Medical De
partment of the U. of 'O.
For a new library and museum
building at the University, $175,000
Is In the treasury.
For more buildings at the O. A. C.
$328,258 is available.
The Oregon Humane Society re
ceives $1500 a year to carry on Its
work.
A cemplete new state banking code
takes effect, which aims to prevent
wildcat banking and secure the depos
Mors. This Is one of the most import
ant laws.
Land owners are authorized to In
corporate themselves for the purpose
of irrigation or drainage.
A new and complete automobile
code takes effect. Every machine
owner will have to familiarize himself
with It. The laws of the road are ex
plicit. , ' Library Commiwiion. '
The state library commission is ap
propriated $9000 for expenses.
Polk, Douglas and Union Counties
are no longer exempt from the law
regulating diking districts.
Hereafter the Secretary of State will
be in effect a state auditor and no
warrants must be drawn until services
have been rendered or goods deliv
ered. , The purpose of this law Is to
Improve the business system of state
affairs and prevent leaks and slipshod
methods.
For the Astoria centennial, $50,000
Is available when the citizens of Asto
ria and Clatsop County pay $40,000 for
the. celebration.
School legislation affecting the state
goes Into effect. This is a new and
detailed system of the Issuing of
teachers' certificates. It is a statute In
which every teacher in Oregon is in
terested.
SALEM BOY FATALLY SHOT
Accident Ifuponcd on Polk County
' Hunk of Willamette River.
SALEM, May 21. George Louis
Dickey, 13 years old, accidentally shot
and killed himself today. He was
with Chester , Prohmader, slightly
younger than himself, when the acci
dent occurred. The boys had crossed
to the Polk County side of the Wil
lamette River in a small rowboat and
Dickey waa carrying a shotgun. The
Frohmader boy was unable to tell Just
how the accident occurred, but Dickey
evidently was pulling the gun around
when it discharged, the shot entering
his body Just below the heart.
Chester Frohmader picked up his
companion, carried him to the boat
and rowed across the river, where he
Becured help and hie comrade was re
moved to the Salem Hospital. He
died about 15 minutes after reaching
the hospital, one hour and a half af
ter he was shot.
The Dickey boy was the only Bon of
Mr. and Mrs. George C. Dickey, 1596
North Fourth street. The mother Is
prostrated with grief because of the
accident.

FALI-S CITY. May 20 A. E. Trask,
painter, has been arrested on a
harge sworn to by Charles Richie,
owner of a second-hand store here.
Trask is alleged to have been found
y Night Officer Hull at midnight on
Wednesday night, leaving the Richie
ore with a box of cutlery and other
hardware on his person. He was
odged In Jail, but was later released
n bail furnished by C. H. Trask. The
earing of the rase will be held Tues
day before Judge M. G. Ellis in the
police court Trask formerly lived In
oodlmrn, where he belongs to a good
family, and h is a veteran of the
Spanish-American war.
