LATE POTATO PLANNED Klanmtli Falls Ranchcra Would Show What Can He Done, KLAMATH FALLS, May 20. At torney and ex-Judge George Noland, one of the principal owners of the fa mous Altamont Ranch, " two miles south of Klamath Falls, Is going to make some extensive demonstrations of late potato planting this season to prove that farmers can plant these tu bers late to bar any possible chance of late spring frosts catching them. Klamath County is noted for its fine spuds. Thousands of bushels are grown here annually, but an occasion al year the early planted ones are caught and badly damaged. Judge Noland has selected 40 acres of his ranch and expects to plant this to po tatoes during the month of June. He will then give them a thorough test with irrigation to push them along as rapidly as possible to see If they will grow and ripen before the fall frosts come, and if they do he believes the tulier culture -of the country will be enhanced. It is argued by Mr. Noland that late planted potatoes In this country will ripen as early as those planted earlier, and that If they will there will be no longer any occasion for the farmers getting their potatoes froBted in spring and thereby causing a shortage of crop. If this experiment .proves a success the owners ot this ranch ex pect to turn their attention largely to the culture of this crop in future years. Lobsters are protected until January 1, 1912. Methods of elections on the question of stock running at large. Filing Liens. Lien claimants have 60 days from the date of delivery in which to file, Benton county Is authorized to erect a bridge acrosss the Willamette at Corvallis. Any association for the promotion of poultry, livestock or farm products can apply to the County Court for $500. There is $30,000 more available for buying and equipping the Medical De partment of the U. of 'O. For a new library and museum building at the University, $175,000 Is In the treasury. For more buildings at the O. A. C. $328,258 is available. The Oregon Humane Society re ceives $1500 a year to carry on Its work. A cemplete new state banking code takes effect, which aims to prevent wildcat banking and secure the depos Mors. This Is one of the most import ant laws. Land owners are authorized to In corporate themselves for the purpose of irrigation or drainage. A new and complete automobile code takes effect. Every machine owner will have to familiarize himself with It. The laws of the road are ex plicit. , ' Library Commiwiion. ' The state library commission is ap propriated $9000 for expenses. Polk, Douglas and Union Counties are no longer exempt from the law regulating diking districts. Hereafter the Secretary of State will be in effect a state auditor and no warrants must be drawn until services have been rendered or goods deliv ered. , The purpose of this law Is to Improve the business system of state affairs and prevent leaks and slipshod methods. For the Astoria centennial, $50,000 Is available when the citizens of Asto ria and Clatsop County pay $40,000 for the. celebration. School legislation affecting the state goes Into effect. This is a new and detailed system of the Issuing of teachers' certificates. It is a statute In which every teacher in Oregon is in terested. SALEM BOY FATALLY SHOT Accident Ifuponcd on Polk County ' Hunk of Willamette River. SALEM, May 21. George Louis Dickey, 13 years old, accidentally shot and killed himself today. He was with Chester , Prohmader, slightly younger than himself, when the acci dent occurred. The boys had crossed to the Polk County side of the Wil lamette River in a small rowboat and Dickey waa carrying a shotgun. The Frohmader boy was unable to tell Just how the accident occurred, but Dickey evidently was pulling the gun around when it discharged, the shot entering his body Just below the heart. Chester Frohmader picked up his companion, carried him to the boat and rowed across the river, where he Becured help and hie comrade was re moved to the Salem Hospital. He died about 15 minutes after reaching the hospital, one hour and a half af ter he was shot. The Dickey boy was the only Bon of Mr. and Mrs. George C. Dickey, 1596 North Fourth street.
