Tht way to build up Dallas is to pat ronize Dallas people. LOXG NEEDED BOLDIXG. At a cost of only 26 cents on tlOOO to the taxpayers living outside the city of Dallas, Polk County at last gets what It has so long needed a public building large enough to accommodate any crowd that may gather on import nt nublic occasions. The small ap propriat'ions made by the county and the citv. and the larger appropriation made by the state for an Armory have the nrohlem for all time to come. No longer will it be necessary to crowd the farmers into some incon venient, poorly-lighted store room or vacant barn when they come to JL)ai i.,n tr. ovhihlt their blooded goats, or poultry, or sheep, or other livestock that has made the name "Polk Coun ty" a household word throughout the Pacitlc Northwest. No longer will it be necessary to crowd the teachers and school officers and patrons into some cramped and uncomfortable hall while they are holding any of the nu merous Institutes or educational ral lies that are becoming so popular in the county. The new Armory will pro virln n. roomv. comfortable meeting nlace for the largest public gatherings, and after It has been used a few months, the people of the county will wonder how they ever got along with out It. This has been the experience of every county that has built an ar mory. For gatherings of a purely public nature, no charge will be made for the use of this building. For gatherings of a nublic character, intended to pro ,.to anmo wnrthv DUbliC Object, but where an admission fee is exacted, nominal rental sufficient to cover the cost of heat, light and Janitor service will ho churned. For all exhibitions and entertainments given solely for nrlvate profit, a rental similar to that charged by theaters and other amuse ment halls will be asked. The only cost of this building to the taxpayers will be the cost of construe tlon. After its completion, It will be kept in repair by the state, and there will be no farther expense to the peo ple of Polk County. As. stated before, the cost of construction to each tax payer living outside of Dallas will be 9A npntfl nn each J1000 of taxable nrotierty. As Polk County has ap proximately 5000 taxpayers, it will be seen that the county tax will average Icbs than tl to eh Individual. Here In Dallas, where the people are giving an amount equal to that ap Drnnrlnted by the county, the Armory tax will be about $3.68 n each $1000 worth of property $3.42 city tux and .n in ronntv tnx. The people of this city do not feel that the armory will benefit them financially over their oiitulil,. neighbors in anything like proportion to the higher tax they will be obliged to pay; In fact, they have not considered the project from a fin . anelal standpoint. They feel that, as reHldents of the seat of the county Kovernment. It Is their duty to take the lead and bear the heavier share of expense In providing comfortable and modern accommodations for any tn.ili,.rlnir of Polk County cltliena that may meet in Dallas, no matter how largo the crowd may be. They are uroud of the militia company not as a Dnlhis company, but as a Polk County company, for already enrolled on its roster are the names of young men from Monmouth, and Itlckreall .,,! Fn nt v. and It is certain the building of a modern and commodious nrmorv will attract the favorable at tention or other young men living out side the city. Dallas will reap no fin anclal benefit from this building. It asks none, expects none. 1 ne voters of this city have cheerfully assumed the heaviest burden of the cost of its construction because they feel that Polk County should no lopger be with out a building large enough to accom modate any gathering of people. They are glad to pay their money to aaslMt a movement whose object Is to make better cltlxi-ns of the buys of Polk County. The voters of Dallas, and especially the heaviest taxpayers, are to be con gratulated for their enthusiastic sup port of the armory project. The County Court is also entitled to the thanks of every friend of the rialnit generation for Its loyal antano In provldlnc for the greatly-needed building. . While T. M. M. ELLIS IS DEAD PIONEER MERCHANT AND BANK ER PASSES AT DALLAS HOME. Had Suffered from Cancer for Many Months End Came at 7:40 O'clock Last Night. t Mitchell M. Ellis, one of Dallas' oldest and best loved residents, aiea at his home at 7:40 o'clock last night, after an Illness extending over many months. He was aged 65 years, 2 months and 27 days. He had been failing rapidly for several days, and on Wednesday lap sed into a semi-consclons condition. He was unconscious throughout me day yesterday and the end was peace ful, as that of one falling to sleep never to awaken. . The funeral arrangements have not been made, but will probably be an nounced today. Strong Gas Flow. OREGON CITY, April 6. The oil well at Stone, five miles southeast of this citv. has been drilled izau ieet deep. The drill Is now in a llmerock formation, having lust passed through ia-k oil-bearing sand. The drillers say they have never seen better Indi cations for a profitable . production. Both oil and gas were found at a depth of 800 feet, and again about 125 feet lower. But the present flow of gas and oil struck when In the oil bearing sand on top of the present llmerock formation is the best yet found. When In this oil-bearing sand s.tnrrlnv a strong flow of gas was struck. The gas came up tnrougn the water in the well with enough pressure to force oil out at the top of th well. The gas forced its way through 800 feet of water and would burn several Inches above the casing. After experimenting with the gas, the drill was again started downward, but 30 feet further down the same gas flow was found. Abnormal Deficiency. Weather sharks who are wise in the way of the elements and who can look at the moss on the trees and tell when It will frost, or gaze at the moon and give forth miscellaneous meteoro logical predictions ad libitum, will be Interested In the information obtained from the records of the government observer In Portland. Since the first day of last September to date, there is a deficiency of 8.10 Inches In th(; amount of rainfall, which is a most uncommon shortage. The total amount of precipitation during that time is 29.21 Inches, while the normal amount Is 37.31 inches. Iron Works IiicorporaU-d. Articles of Incorporation of the Dal las Iron Works were filed in the office of the County Clerk Wednesday. Ed Blddle, R. Y. Morrison and W. G. Vas sal are the incorporators, and the capital stock Is fixed at $4000, divided Into shares of $1 each. There Is Still Time.
