Tear, Entered as second-class matter Jjarch 1, 1907, at the post office at Dallas, Oregon, under the Act of Con gress of March 3, 187. DALLAS, OREGON, MARCH 81, 1911 The way to build up Dallas it to pat ronize Dallas people. "Where does the tax money go?" Is the most Important question of all and It can be properly asked without the least Insinuation of official im- prooity, ror not a man In Dallas will say he believes a single penny of the public fund has been used dishonest ly, ine records will not show that me city tax has been used dishon estly, but they will disclose the fact that much of It has been spent fool ishly. Where does the money no? a little here, and a little there some of it spent wisely, but most of it wasted. J i u is not wasted, why Is it that taxes today are nearly four tlmea nigh as they were five years ago, with no corresponding Increase in benefits? In 1905 the city levy was 614 mills on an assessed valuation of $il4,080. This year the property owners are paying 10 mills on a valuation reach ing the enormous total of tl. 116. 228 A e t . ... . ' mm tax on 1514,080 in 1905 raised $3213. A 10-mill tax oh $1,116,228 this year will raise $11,162. Is there a man in Dallas who will say that the needs- of the town are over three times as great as they werei five years ago? Is it not a fact that the number of electric street lights to,lv is practically no greater than it was then, and that the cost of the lights is no higher now than frtym- eny.' And is it not true that in the macadam district, which covers a large portion of the city, winter pedestrians walk through mni w then ? It must be remembered that In ad dition to the $11,162 taxes this vear. wie eny is getting $2400 saloon li cense and probably $400 or $500 from miscellaneous sources. What me taxpayer getting for $14,000-1 a year now, that he did not get ior one-mird of that amount five years ago?- Consider this ques- bi.u see it you can think nf n single Item. If you cannot, then why continue to pay the present enormous tax a tax nearly as great as your state, county, school and road tax cumumeu a tax which would have required a levy of more than 21 mills nao the same amount of money been raised five years ago, when the prop erty of the city was assessed at only CITY ELECTION. The city election to be held next Monday promises to be a warm and exciting contest. The camoalirn is being waged with earnestness by both lnstea3 ot on crosswalks as lu,'. is pleasing to note that bitterness and-personalities are being strictly avoided by the candidates and their respective supporters. It is a contest among neighbors and It is being conducted in a neighborly way. This is as it should be. The worst rate that can befall a town is for its citizens to divide Into factions and indulge In petty squabbles over ques tions of public importance. Such a course Invariably hurts a town worse than it could possibly hurt any indi vidual. Energy needed for the up- imnuing or tne town is expended by inuiviciuals in fighting one another, with the result that all the effort Is wasted, and the town, not the indi vidual, is the real loser. men wno nave helped to bear the burden of the work know what It means to lift a town out of the cross roads village class and give it a start on the highroad leading to commer cial Importance and financial pros perity. They know it means hard work, and lots of it. It means sacri fice of tlmo and money both to the individual and to the community. It means a long pull, a strong pull, and a pull all together. True, men may honestly differ In their opinions a to me best method of accomplishing uesireu results; hut this difference will not seriously affect the success" of tne effort so long as there Is behind It, In each man's h-eart, an earnest , desire to promote the prosperity of the community he calls his home. It is only when men band together in cliques or ructions to promotov their selfish ends, or through Jealousy orj spue attempt to discredit the efforts of their neighbors, that the good of tne community suffers. The town dweller, and especially the resident of tne small town, must place the wel fare of his community above, all selfish or personal considerations, If he would see his town grow and pros per. Dallas has long enjoyed among its neighbor towns of the Wfllnmeit., valley the reputation of being a com munity where the people stund to gethe as the members of one large family In every Important business or social movement looking to the bet terment of existing conditions. jeuioosies ana factional differences have been frowned down, and those who would divide the neighborhood m..j enques or ructions have been Mrs. Nellie Tatom took the part of Miss Columbia" In the beautiful mil itary tableau. The guardsmen who participated were: First Sergeant Peter S. Greenwood, Sergeant Wayne Greenwood, Sergeant A. W. Bennett, Corporal S. Ramsdel, Private A. I. Harris, and Private George Fuller. City officers who have so far forgotten their duty to their community as to attempt to use their power ror selfish purposes, or to ben efit a few Intimate friends, have soon Deen made to know that their ser vices were no longer desired by the people. It Is this spirit that lifted the shire town of Polk County out of the village .lass and gave It such a promising start as a business and center. Having made such a hrliiht start In the race for supremacy a few years ago, It is hardly necessary to add 'that every viiiien or me town desires that the work, so well begun, be eontin- ucu. Are we keeping up with the communities around us In this m,,.t marvelous The Observer will never kick against taxes, no matter how high they may go, so long as it believes the property owners are being given vaiue received ror their money. The Observer hopes and believes that the voters of Dallas will consider wen these question !,., their ballots next Monday. This newspaper has no personal f.-eling against any candidate; In fact, it cares nothing for the personality of any man, or set of men, In this con test. It Is not a question of person ality or of friendship, but the vitally Important question of what Is best for the future welfare of Dallas. The town must grow. We cun no longer afford to stand still.
