BIG STOREHOUSE PLANNED Hood River riant to Have Capacity For 200,000 Boxen. Encouraged by having had the most prosperous year since . King Apple made Oregon famous, the growers of the Hood River district have definitely decided to construct a modern chem ical cold storage warehouse with a capacity of 200,000 boxes, according to Information received by F. W. Robin son, general freight agent of the O.-W. R. & N. Company. "The fruit-growers of Hood River are well organized and know how to market their products as well as they know how to raise them," said Mr. Robinson. "With the large warehouse they propose to build, they will be in better poslttlon to handle the apple crop to the best possible advantage. "Conditions affecting the apple market are encouraging and the Growers' Union has about closed out the largest crop In the history of the valley. There are 3 5,000 boxes yet on hand, but as prices are better now than they were a month ago, the last of the crop will no doubt be disposed of soon. "Since shipments were started last Fall the growers of Hood River have shipped apples to 24 different states and to 60 of the largest cities In the United States, besides to the foreign market. More than 50 per cent of the returns of the crop hRve been re ceived." Oregonlan. Depoi-.lt of Borax. LAKEVIEW. Or., Jan. 10. The second largest deposit of borax In the United States is said to be In Lake County, in the districts known aa Al bert. Summer and Alkali Lake Valleys, There have been 3400 mineral loca- tions made within these districts, and It Is said by some of the owners of the mineral claims that the quality of bor ax In Alkali Valley Is 98 per cent pure. The quantity Is. only exceeded by the Death Valley mines In California, and Nevada, but those In Lake County are easily reached and will within the next few years become very valuable. A company composed of the holders of claims that have pooled their Interests will bring In machinery during the coming Summer and begin develop ment on a large scale. One of the otn clals of the new company Is authority for the statement that 600 men will be employed In development work. It Is recommended that the state constitution be amended to make stockholders liable for double the par value of their stock; require more frequent examination of banks; limit the amount to be lent to one person, firm or corporation; require banks doing commercial and savings business to conduct each branch as a different department; compel banks to online themselves to banking business and to provide, In event of failure of banks, that the business be wound up by the State Bank Examiner under the direction of the courts and not by receiver. Appointment of an Insurance Com mission Is recommended, that the Leg, slature may be advised as to the best insurance laws to be passed, Insurance being too Intricate a subject for only casual Investigation before adopting laws. The State Hospital for the Insane at Salem houses many non resident patients and the Legislature Is appeuled to to correct this condition which Is growing steadily. It Is recommended that the name of the State Reform School be changed to eliminate the word "reform," which puts a stigma on youths paroled from the institution. Now, declares th Governor, sentence to the Reform School marks the punished person us seml-crimlnals. Co-operation of the state with the City of Salem Is asked In the construc tion of a municipal water plant that state Institutions may be assured of an abundant water supply. State control of water powers and co-ordinate control with Government of other natural resources is favored Conservation Is defined, not as with drawal of resources, but utilization of them to avoid waste, extravagance and monopoly. The Governor would con serve resources of the state that Ore goniiins of this generation may receive tenetit from them. Hetter laws for the protection of Oregon forests are urged, the state need in this regard being great. The recommendations of the Oregon Con servation Commission in this respect are approved. It Is recommended tha a trained forester, thorough in his knowledge of Western forests, be ap pointed to superintend this work with the aid of assistants; that a liberal appropriation be allowed for a forest tire patrol; the state to exert its police authority in guarding against fire and that a system of general education as to forests be adopted to save the state from devastation by forest fires. legislature is urged to pass a law whleh will enable the state to obtain ttile to swamp lands without delay. Appropriation is asked that Oregon may co-operate with United States Geological Survey In completing a sur vey of the state. This, says the Gov ernor, will prevent embarkation of Ir rigation enterprise at place where there is no water, and will save the good name of the state.
