L. HAWLET. Joint Representative, HENRY NICE. the Republican central committee has named as candidates twelve men in the employ of the county. The Corrupt Practices law plainly provides that no deputy officer shall be a member of a political committee. These deputies, If elected, would be liable to prosecution. WRONG IN PRINCIPLE. Lest the published account of the proceedings of the Dallas city council on last Monday night may be misun derstood, 1t should be said that the or dinance placing a license on moat ped dles does not apply to farmers who slaughter their own animals for the purpose of peddling the meat The li cense applies only to the local markets and to those persons or firms who buyj or deal In animals for the purpose of slaughtering the same, or who pur chase meat for the purpose of re-scll-Ing the Bunie. While the ordinance, in the form pass ed by the council, 1s not as detrimen tal to the best Interest of Dallas as It would have been had the farmers been required to pay a license, the Obser ver believes the measure will not meet with public approval. It is evident that the ordinance contains provisions which were not acceptable to all of the members of the board, as Council men Kirkpatrick and Ayrca cast their votes against It. Without any desire to find fault with the council, this newspaper believes that If a license is placed on the sell ing of meat, a general protective li cense should be placed on the business of all merchants who deal in provls Ions and foodstuffs and it is safe to say that such a law would meet with widespread disfavor. Since this license virtually amounts to protection for the meat markets of the city. It does not seem right that this one class of dealers alone should be singled out for such protection when many other busi ness firms which are forced to com pete with outside concerns are afford ed no protection against out-of-town competition. What protection, for Instance, Is giv en to the printers of Dallas? The city has two printing offices with larire amounts of money Invested In equip ment. These concerns contribute to the local taxes and pay out thousands of dollars annually for wages, every dollar of which Is spent with the home merchant Notwithstanding this fact, there Is scarcely a week in the year but some salesman for a Portland or Han Francisco concern visits the city for the purpose of soliciting orders for printing and to take out of Dallas and I'olk county money which. If orders were given them, might never find Its way back to the coffers of the home business men. Every resident of Dal las knows this Is a fact, and yet no one ever hears of any stc ps being taken to protect the !.cal printers against these outside "peddlers" of printed matter. The truth is, the home printers do STRAIGHT NORMAL TALK. Before long the state's pamphlet, giving lists of Initiative measures for the coming election, will be in the hands of every voter In the state. The time for consideration of the various questions that will be presented will not be any too long. Some of the bills that can be decided on now and thus be settled before the "rush" comes. should be looked over at the earliest date. One of the measures that this paper has mentioned before is the question of re-establishing a state normal school, and Its location. As to the necessity of a normal training school for teachers, there is scarcely any op position. Occasionally we meet with some one who has not fully considered the Importance of skilled teachers who will oppose the normal entirely. Then there are others who seem to think that the training given to the normal student does not fit them any better for educational work than any other that given by any other class of schools, or by the mere school of ex perience. It will be admitted that some people ho have had the opportunity of se curing a normal training, and the sug gestions that go with it, are failures as teachers. That Is undoubtedly true. But Is the same not true in all lines of schools and efforts In special prepara tion? Even the carpenter trade Is not without Its failures, though the terms of an apprentice may have been fully served. The individual counts. Some persons will turn out a better piece of carpentry, self Instructed, than others who have had all sorts of experience nd assistance. But we consider that the percent of sucess is higher for those carpenters who have served an apprenticeship or who have had spec ial instruction. We do not believe that every one can 'be a good teacher, but we believe that the percent of teachers who understand the work, and who succeed Is higher among those who have had the normal course than among those who have not had such advantages. The course of a training taken In a good normal school gives breadth to are certainly doing their part to In form them thereof. No one has yet heard of any assembly candidate tear ing the air with frantic gestures or shouting himself hoarse In his efforts to convince the voter that he bears the only recorded brand of genuine repub licanism. Not so with the antl chap. He is violating the union rules by working over hours, and his high- pitched voice Is heard from Baker City to Eugene, and from Tillamook on the the sea to Vale in the eastern sandhills, proclaiming the horrible atrocities committed by those assemblyites. He is a peculiar cuss, a sort of a righteous enthusiast, and to him everything Is suspicious except his own acta. He Is the great thinking machine of Oregon politics, and he who thinks otherwise is a tadpole of Iniquity and should have his think blown out of him by the fog-horn of opposition.
