Developments of the past week con firm the statement made here that there would be no changes in the ore gonian, either in the personnel or gen eral policy of the paper. Mr. Piper, who in the 16 years he was with Mr. Scott, came to be a second mind to ti t great editor, will remain as editor of the Oregonian, and Mr. Lelter, who for so long has been the city editor, will continue in that position. These facts take a weight off the pub'ic mind. The Oregonian is not a person al paper or property; because of the length of time It has been here and the work it has wrought, it is a public Institution, in whose management the people take a lively Interest.
