The way to Mid up Dallas u to pat ronize. Dallas people. A NEEDED AMENDMENT The Oregon registration law Is a good law. Its object is to prevent fraud in elections and It is therefore entitled to the respect and support of the people. Without detracting in the least from its value In protecting the purity of the ballot, however, the existing law could be Improved. It should be amended so as to require a romnlfita registration only once in every eight or ten years, and should nrnvlde for the recording of new names and changes of residence only In the meantime. The number of changes of residence in a precinct 'n two years Is compar atively small, especially in the interior counties of the state, where by far the greater portion of the population Is made up of farmers. It is a useless trouble and expense to require voters living In the same house in the same precinct from one election to another to go through the formality of regis tering every two years. By requiring only new voters In a precinct to regis ter, and properly noting all changes of residence on the old registration book, ' the spirit of the law would be fully complied with; thousands of voters would be saved needless worry, and each county would avoid a neat bill of expense. With the registration law so amend ed, It would only be necessary to fur nish the Judges of election with the names of new voters in the precinct, together with a list of all old voters remaining In the precinct, as shown by former registrations. This latter list could be prepared by the County Clerk, before each election, In a comparative ly short time and at little or no expense. A possible objection to such an amendment is that it might prove somewhat difficult to keep the old list free of names of voters dying or leav ing a precinct between elections. The difficulty occasioned by changes of res idence could be largely overcome by making It compulsory on a voter mov ing out of a precinct to secure a clear ance certificate from the County Clerk In order to be permitted to register elsewhere In the state. The number of voters dying or leaving the state In ten years would not be large, comparative ly speaking, and It should not prove a difficult matter for the County Clerk to keep his list sufficiently clear of these names to make It possible for election officers to easily find a live name, when necessary. A complete registration once in say every ten years would clear the books of all "dead wood," and would enable every county in the state to start on another ten-year term with an abso lutely correct record book. Some other plan might prove more practical and desirable than the .one suggested here, and it Is to he hoped that the next Legislature will give this matter serious consideration, to th end that the expensive and! objection able features of the present registra tion law may be removed without de stroying any of its good qualities. PEOPLE MAY BUY BONDS HOUSE PASSES POSTAL SAVINGS BANKS BILL. Depositors May Open Account With $ But Total Deposit Must Not Exceed $500. Under the terms of the postal sav Ings bank bill passed by the House last Thursday, a board of trustees Is creat cd, consisting of the Postmaster-Gen oral, the Secretary of the Treasury, and the Attorney-General, who shall declare what Postoffices shall become postal savings banks. Accounts Are Limited. Deposits in these banks made by any one person shall not be more than $100 a month or exceed a total of $500 The account many be opened with $ but stamps of ten cents each will be issued for those desiring to accumulate money to be deposited. On deposits two per cent Interest Is to be paid Any depositor so desiring can ex change his deposits for Governmen bonds, to be issued In denominations of $20, $40, $60, $80, $100 or $500, to bear Interest at 2 V4 per cent. The money accumulated in the Pos tal Savings Bank is to be deposited in both National and state banks in the vicinity of the postoffices In which the money is deposited by the people, such banks to pay 2 V4 per cent Interest. Five per cent of the total deposits Is to be retained by the Secretary of the Treasury as a cash reserve. Banks to Give Security. Not more than 30 per cent of these deposits may be withdrawn by the Government at any one time for in vestment in bonds of the United States, the remaining 65 per cent to remain on deposit in the banks. The banks are required to give as security for deposits they receive "pub lic bonds or other security supported by the taxing power," which restricted the securities to some form of Nation al, state, municipal or other such bonds as approved by the board of trustees in charge of the Postal Sav ings banks. The bill passed the House as a sub stitute for the Senate bill differs from the Senate measure in many particu lars, chiefly In respect to the nature of securities that may be given by banks for deposits of postal savings funds. In addition to the Government, the state and municipal bonds, various other classes of securities, such as mortgages, etc., may be received. The New York Evening Post print ed over one of Its news dispatches these headlines: "Roosevelt Impressed Ex-President Silent Before Tomb of Napoleon."
