What followed? Rids were asked for the construction of a modern stone building, and wh'-n opened (he lowest w as found to be as follows: Basement. $5400; three-story superstructure, 124. 00; total cost of building, 130,000. The result was that for IJ0.000 Polk County secured a building acknowledged by all to be so far superior to the S30.Q4Q and 1100. 000 brick courthouses of neighboring counties as to admit of no compari son a building that is not only pleas ing and satisfactory to the residents of the county, but is admired by every visitor and stranger who paws this way. Who will say that the courthoune is not a building creditable alike to the rich county of Polk and the beau tiful and progressive city of I.i lias? The school distrif-t may count lts If fortunate. The avheme is wild, visionary and impracticable. What would th.- people of Kastern Oregon know- about the fja!i!i'ations of a candidate in Doug las County? Should not the people of Douglas County have a right to say ' w hom they want to represent thr-m without interference from the balance of the state? j And It is further provided that the filing of the recall petition "shall oper ate as a complete suspension from of fice of all th" s-natrs and Represen tatives auainst whom it Is filed." That is, under our present system, with only two parties. It takes a majority of the ! voters in each district to elect a man to office, but 25 per cent of the voters ' of the state can put him out. There Is no limit to the amount of harm ;such u law would do, and there Is no limit to the frequency of the recall 'elections. It could he used by schem- Ing politicians like Its authors to pre ! vent and destroy all legislation. Just : as well abolish the le gislature at once. j Hut there is another phase of the ' subject to be noticed. The scheme Is ! revolutionary, l.'nder our present rep. ! reseiitative system of government, the man who Is elected to the legislative assembly from Douglas founty reprr , scnts the people of that county. He ' should and does work for the good of j the entire state, but he represents the ! people of his district and Is elected by their votes. I'nder the proposed plan, the member from Iuglaa County may I be recalled with the entire assembly by ja majority of the voters of the state. Or fine mrnili'T may be recalled and his sin f seor elected by the votes of all the electors of Oregon. Thus it de stroys county or district lines and county or distrii t representation, and -entirely tbanges our pr' sent system of government. The state is the unit, and county r district r presentation may he entlrfly abolished.
