ROAD BUILDING PROGRESSES Improvement Work On Bridges and Highways Being Carried On in Every District. COMING HOMESEEKERS. "More people will visit the Pacific Northwest this year than In any previous five-year period," says James A. Wood, Director of Exploitation of the Alaska-Yukon-Paciflo Exposition "My prediction Is fully justified by the returns from our press clipping bureaus, the letters I receive and the reports from the transcontinental railroads and their connections. St. I'aul and Minneapolis newspapers declare that more than a million travelers destined for the Pacific Northwest will pass through the Twin Cities. The probable extent of the movement is greatly increased by reports from all the other big oities of the United States. The movement is already on. It is estimated that fully 100,000 new people have come into Washington, Oregon, Idaho and British Columbia since March IS, largely drawn hither by the attractive homeseeker's rates. But the big movement begins with the first day of the exposition rates." The statement of Mr. Wood is but one of a thousand well founded pre dictions, all pointing to the opening of a period in which the entire North west is to receive one of the greatest increases in its permanent population that has occurred since the early emigration days. The immense number of colonists who have already come and who are still to como will be distributed throughout the whole Northwestern territory and to the communities that offer the greatest inducement for settlement, will fall the lion's share of this new and desirable citizenship. In view of that fact, it behooves the people of Polk county and its cities to make concerted and effective effort to bring before the attention of these newcomers and of prospective new comers, the merits of this locality as a place for a homeseeker. The induce' menta and opportunities we are able to offer are real and they are plentl' mi. j.ne people who are coming westward this season are of a most desirable type of citizenship. It needs but the calllog to their attention what Polk county has to offer them, to assure Polk county of Its fair share of the westward moving homeseekers. An effort to Invoke the referendum on the Agricultural College of Oregoi uu luiiou nai, a rate wnicn it most justly merited. The movement was started in a spirit of malicious ventre fulness because of the failure of the legislature to appropriate for the nor mal schools as It did for the larger state institution. Cause for vexation and disappointment there certain! was, but this did not warrant the effort which was initiated at once, still further cripple Oregon's educa tlonal system by shutting off also, if possible, the support of the state agri cultural college. Dark as the normal school situation appears to be, time is gradually bringing about a solution of that vexed question. The situation win not be helped however, nor the desired solution hastened, by an effort to insert the crowbar of the referendum into tne gearing of the rest of the state s educational machinery. The season of road work in Polk county is well under way and exten sive impropements have been planned and are already being carried out In every precinct in the county. The most extensive and also the most important (by reason of the fact that It will be more permanent than ordinary gravel) is the construction of macadam work which is being carried on under contract by Wolf Brothers & Bradley, of Washington county. The first strip of macadam finished this season was about 590 yards near Bridgeport. The crushing plant is now at the Lyons quarry near Salt Creek and macadam Is being laid on the Salt Creek-Dallas road near the Dolph farmhouse. The work in that vicinity this season will extend over a total of about 1600 yards and after It has been finished the crusher will be taken to the Bridgeport quarry at once and an additional 1000 yards will be constructed in the Outhrie district. In the Luckiamute, Bridgeport and Salt Creek neighborhoods last season, a total of about three miles of macadam road was laid and the work that will be done this season will add between four and five miles more to that figure. Beside the macadam, many miles of good gravel road was built last season and is being laid this season. At present the work of exca vating and grading is all completed except in a short stretch of road in the Guthrie district. ine crusnea rocu is being laid in three courses, exactly as the macadam streets in tnis city are laid, and gives a fine durable surface that makes travel, even for the most cumbersome vehicles, at any season of the year easy and pleasant. The improved strips give fine aveuues of entrance for trade to Ballston, Dallas and Falls City, and the extensive street uilding projects which are being carried carried out by this city com bine excellently with the rural road building enterprises to insure free and steady intercommunication at all seasons of the year. Another important feature of the work on the public highways is the bridge work which is being put through by the commissioners court. The bridgework in all of the road dis tricts of the county this season will umountto an outlay of about $1000 for the construction of new bridges and the replacing of those that are worn out As fast as practicable, the county commissioners are having bridges and culverts in every part of the county replaced with piping and fills, the latter being, when finally installed, practically permanent and of little expense to the county for improve ment or maintenance in after years The Crown of Woman hood is Motherhood. Ford, of the Dallas Publio School, returned Wed nesday morning from Monmouth where they had attended the final debate of the Polk County High School League. The two Monmouth teams, winners in the preliminaries and the semi-finals, were matched against each other, the judges in the oontest being W. R. Kirk, of Inde pendence, W. 1. Ford, of Dallas and James E. Dunton, of Ballston. The subject for debate was "Resolved That Women Should Be Granted the Bight of Suffrage" and the personnel of the competing teams was as fol lows: Afflrmalive Ray Chute, Irwin Springer and Bessie Graham ; Nega tiveLester Lindsay, Douglas Crow ley and Joe Bojlnski. The judges gave tneir decision In favor of the negative. Each of the debaters on the winning team was awarded one of the gold medals which were given by H, Hirschberg, or Independence, The members of the affirmative team were awarded silver medals, ranking them second la the Polk County League. ine work or the two teams was exceptionally good and they received many congratulations from trms who attended the debate. The series of debates held by the Polk Count v League during the past season has aroused widespread Interest In school circles and nearly every High School In the county is planning to have team in the field next year. Case Before Justice Dismissed. Ted Mulkey, formerly of Black Rock, who was arrested and brought back from Salem, Tuesday, by Sheriff M. uraot, on the charge of having jumped bis board bill," had bis hearing before Justice of the Peace Hardy Holruan yesterday morning. Oscar Hajter, the attorney for the defendant, appeared at that time offer log demurrer to the complaint. This ws sustained by the Justice who dis missed the case. Mr. Mulkey was released and Immediately left the city. Tracklaying on the Dallas-Salem branch of the Salem, Falls City & Western railway is being watched with great Interest by people of Dallas od numerous spectator daily visit the place where the work la being carried on. visits is very often much too great.
