may register before the books are
closed for the presidential election in
November. If after that tirno there
still remain any who through care
lessness have neglected to perform
that duty of citizenship, tbey scarcely
deserve the consideration of the six
freeholders' who would bo required to
swear them in at the polls on election
day. When a man deliberately sacri
fices his right of voting, it is hardly
fair tbatheshould come around ut the
eleventh hour annoying others in an
effort to overcome the results of his
own neglect. An election day passed
ballotloss, as far as he is concerned,
might really have a bonefioial effect
upon tho man who is "too busy" (or to
Indolent) to register in duo season.

Three normal schools will be sup
ported in the state of Oregon despite
the protest of Regent W. h. Ayro, of
Portland, who still insists he will file
a minority report objecting to so many
schools. At a meeting of the board of
regents held Mouday an echo of the
old light over the number of normals
was heard In Ayro's insistency to con
tinue his objection against the exist
ence of so many schools, but he agreed
to an appropriation of approximately
$.'150,000 for the three institutions pro
vided it is finally decided to conduct
that many.
Tho board made the following ap
propriations ;
Newdorinitory for each school $50,
000.
Salaries for each school $13,000
General maintainenco for each
school $1,000.
Additional land $1,000.
Expenses of board of trustees
t,500.
This makes a total budget of $339,
600.
One of the most Important features
of the meeting was a move to regulate
the teaching system. A maximum of
21 teachers for each school was pro
vided and salaries were adjusted to a
minimum of $1,000 with the exception
of salaries for presidents.
Salaries for each school are limited
to $20,000 a year which makes it
apparently prohibitive to allow a full
quota of 21 instructors even if each
should work for tho mlmiinum stipu
lated.
Tho old difficulty in tho board of
regents over the number of notmul
schools arose last spring and simmered
down to a proposition of four, three,
two or one for the state. A split In tho
hoard resulted in W. it. Ayre, of Port
land, declaring he would file a minor
ity report if more than two normal
schools were retained by tho state and
said his preference is one school.
He reiterated his statement Mondav,
but consented to the appropriations
under protest.
Tho balance of the hoard favors the
three schools owing to the greatness
of tho stato of Oregon and the Geo
graphical divisions of mountain
ranges making long trips expensive
and difficult.
Tho monthly report of the three Nor
mal Schools shows the billowing
attendance : Weston, ir I ; Monmouth,
108, and Ashland, 10o. Statesman.
