This has been proven Innumerable times: at the Lis bon earthquako; at the Chicago fire; at the Galveston Hood ; and at the de struction of San Francisco only a few years ago, wnero in one place men might be giving the coats from their backs to cover some shivering and half clothed refugee, while in the next street, ghouls wore stripping the cloth ing and jewelry from the bodies of some unfortunate who had been killed or Injured in the terrible "tremblor." Tbe same strange contrast of charac teristics has been brought out once more, and in another form, by tbe recent calamity at Fernie, British Col umbia. Scarcely had tbe embers of their wrecked city begun to cool, be fore the citizens began to plan Imloin oitably for tbe building of a fairer city upon Its charred and scattered ruins. So much for tbe Innate and unconquerable nobility of human nature. But scarcely had their plans for reconstruction been matured and tbe work begun, before the carpenters began to demand an lncreuseof wages threatening a strike If their claims were not yielded to, a condition which would undoubtedly make the prompt recovery of the city from the terrible blow it had suffered.
