Especially marked is this distinction in bis declaration of tm course that should be pursued In dealing with tbe threatening rise of plutocratio power In the United States. Especially marked Is that distinction, and espec-J tally worthy of tbe attention of tbe American public, inasmuch as this question bids fair to become one of tbe principal storm centers In tbe progress of tbe present campaign. Mr. Taft's plan is to "perfect tbe . machinery" by which the moral stan dards of tbe business community are to be sustained. He would have it operate so that lawbreaking might be promptly and adequately punished, but would also have it "operate with sufficient accuracy and dispatch to Interfere with legitimate business as little as possible." In other words, while be sees tbe evils already existent and which may yet spring Into exist ence in tbe future from those sources, he yet recognizes the fact tbat enor-; mous beneficial influences may also spring from the same sources, and his aim will be, therefore, to regulate and restrain those potent forces in tbe PROBATE.
