Condron and Thomas Kinchin, prosperous farmers and dairymen of the Pedee Hills, were business visitors in this city, Wednesday. In many of the hopyards lying in the immediate vicinity of Dallas, the work of training is already com menced and well under way. Will Courtney left Tuesday after noon for his home in Iowa, after a several months' visit at the home of Mr. and Mrs. George Muscott Mr. and Mrs. W. H. Boals, and the Bev. D. J. Becker returned yesterday from Lebanon, where they have been attending the annual Presbytery. O. O. Arnold returned to Dallas from Brooks, Tuesday night, and will make his headquarters here during his proposed campaign as a field worker for the Anti-Saloon League. He left for Airlle yesterday, and will spend two weeks in the southern part of Polk county. RIGGS WINS TAX SUIT Decision of Judge Galloway Reversed by Supreme Court of Oregon. A decision of great Importance to every school district in Oregon was made by the Supreme Court, Tuesday, when the ruling of Judge Galloway was reversed In the case of Seth Biggs, appellant, against the County of Polk, respondent. This suit was brought by Mr. Biggs, who is a taxpayer of School District No. 45, to restrain the County and the Sheriff from collecting a special school tax attempted to be levied by the voters of the district, on the ground that the notices calling the meeting of voters were not signed by the chair man of the school board as required by law, and that the tax was therefore illegal. The District Attorney, acting for the County and the Sheriff, interposed the defense that the call was authorized at a meeting of the directors, at which the director who had served the long est time was not present, and at which another director, next In order of seniority, had lawfully presided as chairman, and that the. notice was signed by the chairman of such meet lng, as chairman pro tern., and that the tax was valid. Judge Galloway dismissed the suit, holding that the meeting was legally called, but the Supreme Court reverses this decision, holding in effect that the office of chairman of the board of school directors is a distinct office; that the actlngchairman of a directors' meeting, who is not the senior director, is not the chairman of the board, and that a school tax levied at a voters' meeting called by a written ' notice signed by a chairman pro tern., is illegal and void. The decision will be of Interest to every taxpayer, as this Is the first time this question has been brought before the Supreme Court of Oregon. Oregon xne Executive Committee of the Woodman Picnic, consisting of Hon. W. L. Tooze, of Fails City, and H. C. Seymour and V. P. Fiske, of Dallas, conferred with the Falls City Camp, Wednesday night, and completed arrangements for the big picnic and installation exercises which will be held In that city Saturday, May 23. Hon. W. I Tooze was elected presi dent of the plcnio committees, and the following appointments of chairmen for the various com mittees on prepara tion were made: Charles Hartung, chairman of finance committee; C. E. Trask, chairman of committee on pro gram, decorations and advertising; Dale Bell, chairman of committee on amusements ; George and Harry Starr and B. F. Masters were appointed on a committee to confer with a committee of the women of the Circle, and to secure the co-operation of that organi zation in the work of preparation. The Executive Committee of the plcnio has also issued Invitations to all of the circles of Polk county, requesting them to give all the assistance in their power to make the big picnic a com plete success. Fuller is almost recovered from the effects of the Injury recently received while driving to the Johnson logging camp, and is now able to use his arm a trifle in his work. County Clerk Smith and Assessor Graves attended the Woodman com' mittee meeting in Falls City, Wednes day night, and assisted in perfecting plans fofthe big picnic in May. Will McDonald Is suffering witn a badly inflamed eye caused by several grains of sawdust blown into it from a saw, and he fears that his eyesight may be permanently impaired. The usual services will be held at the Christian Church, Sunday morn ing, and the evening will be devoted to the annual Easter exercises by the members of the Sunday School. Frank Eerslake and W. J. White, proprietors of the Colosseum skating rink, went to Falls City, Wednesday, and inspected the fine link which is nearing completion in that city. The members of the Presbyterian Sunday School will give their regular Easter program Sunday night The pastor, Bev. D. J. Becker, will preach an Easter sermon In the morning. M. D. Coulter sold his fine black horse to C. C. Ferguson, of Newberg, this week for $260. At the same time Mr. Ferguson purchased a fine span of grays from Charles Black tor $450. The committee appointed to secure grounds for a baseball diamond have so far been unsuccessful. They are debarred from the college campus this year until the close of the track sea son, and unless other grounds can be secured it Is doubtful whether the Dallas team will enter the field at all this season. The Intercollegiate Oratorical Con test for the State of Oregon will be held in McMinnville, on Friday, April 84, and the winner In that contest will be sent to represent Oregon In the Inter state contest between Oregon, Wash ington and California. Miss Lillian McVlcker will represent Dallas Col lege this year, and efforts are being made to secure as large a delegation as possible to accompany her. Bert Dennis and little daughter, of Falls City, visited at the home of Mrs. W. I. Beynolds yesterday. Mr. Den nis says that be will resume the pas senger run with bit auto between Dal las and Salem not later than Monday, April S7. He went to Portland yeater day afternoon where he will endeavor to seen re some one to take charge of his confectionery store during the coming summer. Mayor A. B. Muir and B. C Craven were excused from Jury duty by Federal Judge Wolvertoo, Monday, the Mayor being an exempt Hicibab, and Mr. Craven having served the Government as a juror leaa than one year ago.
