INSURANCE AT COST.
"Insurance at actual cost" is the
principle on which the Oregon
Merchants' Mutual Fire Assurance
Association conducts its business.
The Association, having fulfilled all
of the requirements of the law, re
ceived its license from the state last
week and is now writing policies.
The plan of insurance is fair; the
men who are managing the affairs of
the Association are honest and con
scientious; the policy-holders are
merchants and tradesmen who have
grown tired of paying the extortionate
rates demanded by the soulless insur
ance trust and have banded together
to protect one another from loss by
fire. An association organized upon
such a plan and for such a purpose is
like a house builded upon a rock. It
will stand. The people of Oregon,
tired of waiting for relief from
burdensome insurance rates at the
hands of the Legislature, are solving
the problem in a practical way by
taking the whole matter into their
own hands. They are tired of paying
tribute to foreign corporations for
something they are able to provide
for themselves at a much lower cost.
They do uot object to paying a
reasonable rate to the old-line insur
ance companies, but they do object to
trust extortion. The arbitrary
methods pursued by the insurance
trust after the San Francisco disaster
taught the people of Oregon a lesson.
The recent statement showing the
enormous difference between the
amount of money paid for insurance
and the amount paid back for fire
losses in this state last year taught
them another. The day of mutual
insurance is dawning. The McMinn-
ville Mutual is far past the
experimental stage it is carrying
more insurance today than any other
one company doing business in this
state, and it has never failed to pay an
honest loss. The Merchants' Mutual
is growing. It is made up of substan
tial business men of Oregon, and it
will continue to grow. Other mutual
companies will be organized as time
goes on. Their number will depend
altogether upon the treatment accorded
the people of Oregon by the old-line
companies.

incidents to mind when reading Mr.
Richardson's modest speech.

The State Board of Education has
approved the plan to allow the school
children of Oregon to help raise a
fund of $00,000 needed by Commander
Peary in his forthcoming expedition
in search of the North Pole. A letter
of appeal is being mailed out to the
schools, asking that May 22 be desig
nated as "Peary Day," and that the
children be Invited to contribute their
mites on that day. The scheme is all
wrong, and it is to be hoped that the
school children of Dallas will not give
a single penny toward the fund. If
the Rockefellers and Morgans have
tired of Peary and his visionary
schemes, and will no longer furnish
financial backing for his worse than
useless ventures to the land of snow
nnd ice, there is no reason why the
children of industrious, working peo
ple should be called upon to contribute
their humble mites to help carry on
an exploration that would never prove
of any practical benefit to mankind,
even should its object be finally
accomplished. The Observer hopes
the children of Polk county will not
give a penny to tola fund.
In a recent address before the
Tacoma Chamber of Commerce, Tom
Richardson, of Portland, said : "When
the Portland Commercial Club was
organizing the State Development
League, people in other cities and
towns wanted to know why we were
helping them organize, and to this we
replied : 'We want you to get a dollar
so we can take seventy-five cents away
from you.' " This spirit of frankness,
he added, completely won the people
of the interior towns. Thomas might
have gone farther and told his hearers
that Portland would not offer any
serious objections to taking the
remaining twenty-five cents as, for
instance, when it paid a bonus to
secure a woolen mill bought with
25,000 hard-earned Dallas dollars. It
is true that Dallas long ago recovered
