Polk County News Polk County Itemizer-Observer • March 15, 2017 5A City won’t increase zoning restrictions By Emily Mentzer The Itemizer-Observer MONMOUTH — After a discussion at the March 7 work session, the Mon- mouth City Council decided not to increase zoning re- strictions for marijuana-re- lated businesses. The council came to a consensus not to move for- ward with creating exclu- sion zones. Councilors pri- marily considered the Main Street District as a possible exclusion zone, prompted by a request by some Mon- mouth business owners to keep marijuana retail stores out of the downtown area. Councilor Byron Shinkle said having legal marijuana shops in Monmouth is a “big change in attitude or culture,” especially consid- ering that Monmouth was the last dry town in Oregon, but added that the council would need justification to create more restrictions. “This is something that, although legal, we don’t want to normalize as a com- munity,” he said. Shinkle read a statement from business owner Bodie Bemrose about having mar- ijuana retail shops lining Main Street with blacked- out windows, and how that isn’t the feeling Monmouth is going for. Councilor Tom Steinke asked why the council couldn’t further restrict mar- ijuana businesses on an aes- thetic or moral basis. “We’ve made a giant in- vestment in our downtown, and a lot of our city’s identi- ty is downtown,” he said. “People don’t want to be walking downtown and see big green neon signs, and don’t want that (marijuana) to be associated with going to the park.” Councilor Jon Carey said he didn’t see the connection between safety for children and a legal retail store. “The OLCC seems to have put considerable controls on the sale of this stuff,” Carey said. “I hate to tell you folks, if kids are getting this out of a retail establishment, they’re getting it the same way I got a case of beer when I was in high school — I gave money to someone and they went in and bought it.” Mayor Steve Milligan said the council had established a moratorium on all mari- juana shops, including medical, before Measure 91 was passed. He also noted that this is another case of the “vocal minority.” “We haven’t heard from everybody in the city, we’ve heard from the vocal people about this, and about sanc- tuary cities,” Milligan said. “We’re trying to determine what’s best for the long-term health of the city based on not 100 percent of the popu- lation. Again, that’s yours to wrestle with.” Long road ahead to fix streets Falls City struggles to find way to repair roads damaged from storms FALLS CITY — This year’s harsh winter has been espe- cially tough on paved streets in Falls City. Streets in Falls City are split evenly between paved and gravel, at 14.2 miles and 14.1 miles, respective- ly. “This winter killed us. I mean it’s killed everyone. If you drive the interstate to Portland, it’s in rough shape,” Falls City Mayor Terry Ungricht said. “We are going to lose the block clos- est to Ellis street on Fair Oaks is something is not done. Bridge Street with all the logging traffic with the chains this winter really tore it out on that corner.” He warned the council it may have to make some tough decisions soon. Ungricht said the city’s public works committee will examine the issue, but it’s possible the council will need to consider asking vot- ers for a levy or letting some streets to go to gravel. “We have some real issues with our paved streets,” Un- gricht said. “This is just something I want you guys to be thinking about be- cause some cities are turn- ing their streets back to gravel.” He said with the city split between paved and gravel, getting a levy passed to maintain paved streets may be a tough sell, but allowing streets go to gravel means the city would have to do constant maintenance and deal with dust. Un- gricht has filled the role since April 2015. “I might bring to you guys a bid on possibly going out for a city manager,” Ungricht said. “I think it’s kind of time. I think it would be more effective with a profes- sional manager.” • Elected Tony Meier as the council president. • Approved allowing the Economic Development Committee continue to meeting through March 2018. • Approved purchasing a new public works truck for $22,900 divided into four an- nual payments. The truck came at a considerable dis- count and with a warranty. “This is a $34,000 for $35,000 truck that we are getting for $22,900 because they give municipalities a good deal,” Ungricht said. “It’s something that needs to be done and think you are wasting money if you are buying used.” POLICE REPORT Arrests/Citations • Maria Griselda Herrera Vire- las, 24, of Independence, in the 900 block of N.
