Polk County News 2A Polk County Itemizer-Observer • August 17, 2016 Falls City to show ‘pride’ at picnic By Jolene Guzman The Itemizer-Observer FALLS CITY — Polk Coun- ty’s LGBT pride festival is back for a second year in Falls City this weekend, adding a second day to the schedule. Polk Pride begins at noon on Saturday with a picnic and barbecue at Faye Wilson Memorial Park (Lower Park) next to city hall, 299 Mill St. Event co-host The Boon- docks will be grilling ham- burgers and hot dogs, but people are encouraged to bring their own drinks, side dishes, plates, cups and utensils. Music and games will keep the celebration lively. It’s forecast to be hot, so think about bringing a swimsuit to play in the near- by Little Luckiamute River. The celebration continues with “Bingo on the Patio” at co-host The Bread Board from 5 to 7 p.m. Bingo is free, but donations to Polk Pride will be accepted. After bingo, the party moves to The Boondocks for pool, brews, and karaoke at Stange contract OK’d By Emily Mentzer The Itemizer-Observer INDEPENDENCE — Polk County Fire District No. 1 board of directors ap- proved a contract for Chief Ben Stange, who will take the reins at the district on Aug. 29. The contract runs through June 2018 at $97,000 a year. Also at the meeting, the board ap- proved an increase to Assistant Chief Neal Olson’s salary at its Thursday meeting. The proposal came because Olson has been serving as interim fire chief for two months. Based on the salary of the former fire chief, Al Alcalde, Olson will get paid one-12th of $99,360 for July and August. “We need to be clear that this is for Neal, for this position and for this situa- tion,” board member Mike Lippsmeyer said. Joost Vanderhave said that Olson “stepped up to the plate. He didn’t say, ‘I’m not going to take that responsibili- ty.’” 7 p.m. until closing at 2 a.m. A karaoke dance party be- gins at 8. The festival will conclude Sunday with a pizza fundraiser, “Piñatas and Pizza” at The Bread Board from 2 to 5 p.m. Admission is $15 for the wood-fired pizza buffet, serving thin- crust pizza, salad, iced tea and lemonade. Beer and wine will be sold separately. Polk Pr ide organizer Laura Britton said the 2015 celebration was put together at the last minute, and she wasn’t able to let as many people know about it as she would have liked. About 50 people attended. This year, planning began earlier in hopes of letting more people know it’s hap- pening. “We didn’t get the word out very well,” she said. “This year, we had a booth at Summerfest and talked to people. We got the word out more that way.” Britton added that the event isn’t just for people in the LGBT community. “Everyone is welcome to attend,” she said. BLM plan draws more litigation By Jolene Guzman The Itemizer-Observer POLK COUNTY — As promised, the 17 mem- bers of the Association of O & C Counties, in- cluding Polk County, filed a lawsuit against the Bureau of Land Management upon adopting its new West- ern Oregon manage- ment plan. On Aug. 5, the agency issued its “record of de- cision” on the 2.5 mil- lion acres the BLM over- sees west of the Cas- cades, also called “O & C lands.” The proposed plan would increase logging to a target of 278 million board feet a year, but also put 75 percent of the lands in reserves. Polk and the other 16 counties disagree with both the cut target and the amount of land set for reserves The suit was filed on Aug. 5, the day the plan was approved, and two more groups have done the same. The American Forest Resource Council and a coalition of conserva- tion groups have filed lawsuits against plan. Oregon Farm Bureau seeks photos for annual calendar Itemizer-Observer staff report POLK COUNTY — Through Sept. 15, Oregon Farm Bureau invites the public to submit their best photos of Oregon agri- culture for possible inclusion in the 2017 Oregon's Bounty calendar. The calendar celebrates all aspects of Oregon agriculture: the products, the peo- ple, the crops, the cultivation, the land- scape, anything that depicts the beauty, culture, enjoyment, technology, or tradi- tion of family farming and ranching. Horizontal-format, high-resolution (at least 300 dpi) images are needed of all types of agriculture in all seasons. Dallas approves cable franchise DALLAS — The Dallas City Council approved a 10-year fran- chise agreement with Charter Communications for cable TV service only on Aug. 1. The previous agreement expired in September 2015. The agreement was established on behalf of 15 small cities, including Dallas. It took four years of negotiations with Charter to establish the agreement, said City Attorney Lane Shetterly. The contract is for 10 years and charges 5 percent of Char- ter’s gross revenue. Council members expressed concerns about the contract, especially that it doesn’t commit Charter representatives to attending a public meeting where com- ments about service will be taken from customers. Shetterly said the city is welcome to negotiate further or charge a franchise fee without it. “I’m skeptical of Dallas going back by itself and negotiating further and getting a substantially better deal,” Shetterly said. This agreement does not address cable modem services for phone and internet. Call before you dig POLK COUNTY — Public works departments remind con- sumers to call 811 prior to any digging projects. The number provides homeowners with a free service that identifies and safely marks underground utilities to avoid acci- dental outages and disruption of critical services. By calling 811 three days before digging, homeowners and contractors will be connected to an organization that notifies the appropriate utility companies of the plans to dig.
